4th impeachment rap lodged vs VP Duterte

A fourth impeachment complaint was filed against Vice President Sara Duterte on Wednesday night, Feb. 18--the same day that the lady official declared her intention to run for president in the 2028 elections.
The lone complainant was lawyer Nathaniel Cabrera, a resident of Lemery, Batangas. His complaint was received by House Secretary General Cheloy Garafil at 6:34 p.m. Wednesday, just minutes before office work closed for the day.
Deputy Speaker La Union 1st district Rep. Paolo Ortega V and Manila 6th district Rep. Bienvenido "Benny" Abante served as the complaint's endorsers.
Cabrera, Ortega, and Abante didn't give interviews to media after the filing.
In seeking Vice President Duterte's impeachment and subsequent trial at the Senate, Cabrera cited the following grounds: betrayal of public trust, culpable violation of the Constitution, graft and corruption, bribery, and other high crimes.

"Complainant prays that the Articles of Impeachment be acted favorably by the House of Representatives through the affirmative votes of one-third of its members, and the Articles of Impeachment transmitted to the Senate for trial," the document read.
None of the prior three impeachment complaints have been initiated, although they have already been transmitted by Garafil to the office of House Speaker Faustino "Bojie" Dy III. Theoretically, more such raps can be filed against Duterte until either a referral to the Committee on Justice or the fast-track mode (involving a third of all House members acting as endorsers) takes place.
Like the previous three complaints, the Cabrera complaint flagged Duterte's alleged misuse of P612.5 million worth of confidential funds as an impeachable offense. 
"From December 2022 through the third quarter of 2023, Respondent controlled or directed the disbursement of confidential funds totaling approximately ₱612,500,000.00 (Six Hundred Twelve Million Five Hundred Thousand Pesos), allocated across the Office of the Vice President (OVP) and the Department of Education (DepEd) during periods when Respondent held or exercised authority over those offices," it read.
The latest complaint also cited the allegations made by purported former Duterte administration intelligence officer Ramil Madriaga.
"On 29 November 2025, RAMIL L. MADRIAGA executed a sworn affidavit describing his role in the Vice Presidential Security and Protection Group (VPSPG) and detailing the receipt, transport, and distribution of large cash sums in duffel bags, including the 20 December 2022 transfer of four duffel bags each containing approximately ₱33–₱35 million," it read.
"The Madriaga Affidavit identifies specific delivery locations (e.g., Cabuyao, Laguna; a Timog comedy bar office; the Ombudsman parking compound) and names individuals who received or facilitated the transfers," the verified complaint further stated.
The House leadership has until March 2 to initiate the impeachment complaints against the Vice President.
