DA cites effects of mining on agriculture

The Department of Agriculture (DA) has noted the significant effects of mining on agriculture following the strong opposition of farmers and residents of MacArthur, Leyte, to the impending operation of a giant cutter suction dredger for black sand mining.
Jenny Lyn Almeria, Regional Technical Director for Operations, cited land degradation of top soil, water contamination and scarcity, risks of seawater mixing with river systems, increased soil erosion, flooding, destroyed irrigation facilities, and poor soil quality.
She noted socio-economic shifts, including the conversion of former rice lands that may not be fully restored, impacts on regional food security, biodiversity loss, and potential long-term land devaluation without proper rehabilitation.
“While MIPC said that it will create economic activity in the whole community but not instantly in those mines areas, so there is socio-economic shifts,” she said.
The National Irrigation Administration (NIA) reported that 30 farmer-beneficiaries have been affected, with 13.79 hectares mined out and 60 meters of canals damaged, causing water backflow from mining operations in 2020 to 2022 in MacArthur.
DA has initiated restoration efforts and is seeking a rehabilitation plan from the Mines and Geosciences Bureau, emphasizing the need for transparency to keep communities informed.
“If the area mined out is not properly rehabilitated and there is no sustainability plan, definitely production and farmers are heavily affected.”
Random soil analysis conducted at the mined areas revealed low levels of nitrogen, phosphorus, and potassium due to soil structure destruction.
According to MGB, the mining operation in the area is not operating under an approved three-year work program, noting that the site remains under a care and maintenance program with no movement or extraction activities ongoing.
Despite the reported effects and violations, Mayor Rudin Babante defended his issuance of a letter to MIPC lifting the suspension of mining operations noting that it only allows the firm to continue its work in fixing the damaged NIA canals.
