Oriental Mindoro vice mayor seeks construction of reg'l hospital in Bansud

CALAPAN CITY, Oriental Mindoro – Vice-Mayor Jose Ildefonso Maliwanag of Mansalay town, this province, has requested the two congressmen of this province to make the municipality of Bansud in the central part of Oriental Mindoro as the site of the proposed regional hospital.
Maliwanag said Bansud, 58 kilometers from Calapan City, is an ideal location for the regional hospital being pushed by Rep. Arnan Panaligan (first district) and Rep. Alfonso Umali Jr. (second district).
The two congressmen have filed separate bills converting the present Oriental Mindoro Provincial Hospital (OMPH) in Calapan City into a regional hospital to be known as Mimaropa (Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Palawan) Regional Hospital.
Maliwanag said the location in Bansud, instead of Calapan, could shorten travel hours from all towns and other provinces in the region, particularly during emergency cases.
“A difference of one or two hours can save lives. There were instances in the past where patients died while in transit to hospitals in Calapan City,” Maliwanag said.
Panaligan said that once the measure becomes a law, OMPH will be under the direct supervision of the Department of Health.
He said he opted for conversion instead of constructing a new hospital because of the P1-billion budget estimated by the DOH and Department of Budget and Management (DBM).
The DOH reportedly prefers to take over the OMPH and Panaligan said a DOH hospital will assure efficient and quality health services, with corresponding proper allocation for medicines, equipment, additional doctor specialists, nurses and other health professionals.
Panaligan refiled a bill now known as House Bill 136 which was approved in the 19th Congress as HB 2116 but did not push through at the Senate after the provincial government led by Gov. Humerlito Dolor opposed the measure.
Umali’s House Bill 2678 was filed last July 30 and read in the House plenary on Aug. 4 but remained pending with the House Committee on Health to date.
“As compared to building and establishing a new regional hospital, converting the existing provincial hospital into a regional hospital is the more rational and practical option in order to address the immediate health care concerns not only of the people of Oriental Mindoro but also of those nearby provinces,” Umali said in his explanatory note.
The provincial government wants to construct a regional hospital in the old site of OMPH in Barangay Ilaya.
Dolor assured the people that upgrading of OMPH, particularly the medical and surgery wards, is being conducted and reaffirmed that his administration prioritizes the provision of clean, modern, and reliable healthcare facilities for all residents of Oriental Mindoro.
Maliwanag said a regional hospital will enable people to avail of localized medical services.
“The regional hospital is long overdue and the opposing views of the local leaders serve as its bottleneck that caused delay in the implementation,” Maliwanag said.
He expressed optimism that politicians will reconcile their ideas to pave the way for the full improvement in the delivery of health services to the people of Mimaropa.
