The Department of Education (DepEd) on Thursday, February 5, expressed strong support for President Marcos’ digital reform agenda aimed at strengthening education-to-employment pathways.
DepEd conveyed its support during the launch of the Technical Education and Skills Development Authority (TESDA) Skills Passport Mobile Application in San Juan City.
The new digital platform, spearheaded by TESDA, is designed to connect education, skills training, and job opportunities into a single secure system—helping Filipino learners transition more smoothly from school to the workforce.
Aligning basic education with workforce needs
Education Secretary Sonny Angara said the initiative complements DepEd’s ongoing reforms to align basic education, technical training, and higher education with labor market demands, in close coordination with TESDA and the Commission on Higher Education (CHED).
“Kung malinaw ang ugnayan ng edukasyon at trabaho, mas nagkakaroon ng saysay ang bawat hakbang ng pagkatuto (If the link between education and work is clear, every step of learning becomes more meaningful),” Angara said.
“Dapat malinaw, mapagkakatiwalaan, at madaling dalhin ng mga mag-aaral at manggagawa ang kanilang credentials saan man sila magpunta (Students and workers should have credentials that are clear, trustworthy, and portable wherever they go),” he added.
The Skills Passport Mobile Application consolidates learners’ competencies, training certifications, scholarship opportunities, and job listings into one platform—making government services more efficient and learner-centered.
Digital platform bridges training and employment
The mobile app features a Skills Passport that stores verified records of competencies and certifications, a Trabaho section linking users to employment opportunities, and a Scholarship module providing access to TESDA-funded programs.
By digitizing learner profiles, the system allows employers to quickly validate applicants’ credentials, reducing hiring delays and strengthening trust between training institutions and industries.
Officials said the platform improves employability, promotes transparency in skills recognition, and ensures that training programs remain aligned with current labor market needs.
Boost for Senior High School TVL graduates
For DepEd, the digital reform is particularly beneficial for Senior High School (SHS) graduates in the Technical-Vocational-Livelihood (TVL) track, who are being prepared for immediate employment or further skills training.
“Para sa mga SHS graduate, lalo na sa TVL track, mahalaga na dala nila ang kasanayan na kinikilala at magagamit saan man sila magpunta (For SHS graduates, especially those in the TVL track, it is important that they carry skills that are recognized and can be used wherever they go),” Angara said.
“Ito ang pundasyon ng isang edukasyong may malinaw na patutunguhan (This is the foundation of an education with a clear direction),” he added.
Strengthening the education sector through digitalization
The launch of the TESDA Skills Passport app marks a key milestone in the Marcos administration’s broader digital transformation efforts across government agencies.
Education officials noted that integrating digital credentials into national employment systems strengthens the government’s push for a future-ready education sector.
DepEd said such initiatives reinforce its mission to equip learners with relevant skills while ensuring smoother transitions from classrooms to careers.
With stronger coordination among DepEd, TESDA, and CHED, the government aims to build an education system that not only improves learning outcomes but also directly supports job creation and economic growth.
