PCSO solidifies world-class status with Level 3 WLA gaming accreditation

By earning a Level 3 Accreditation for the Responsible Gaming Framework from the World Lottery Association (WLA), the Philippine Charity Sweepstakes Office (PCSO) solidified its position as a world-class gaming institution, becoming the first in the Philippine gaming industry to do so.
According to the agency, the January 2026 certification represents a historic leap.
“Moving from Level 2 to Level 3 signifies that PCSO has transitioned from mere goals and visions, to actual planning and implementation of global best practices,” it said in a statement.
PCSO said the certification ensures that every PCSO game is backed by a dedicated budget and concrete resources for integrity, player protection, and ethical operations.
“All PCSO lottery draws are likewise ISO-certified, further reinforcing the agency’s commitment to transparency, accuracy, and internationally recognized quality standards,” it added.
PCSO explained that Level 3 accreditation requires passing a rigorous audit by an Independent Assessment Panel of international experts.
“By achieving this milestone, PCSO now aligns itself with the world’s leading lottery operators in countries such as the United States, Italy, Bulgaria, France, Turkey, Brazil, Argentina, among others,” the agency stated.
“This accreditation proves that the Philippines is no longer just a participant in the global gaming industry, but a leader that adheres to the same stringent safety and transparency standards as the most advanced nations.”

PCSO General Manager Melquiades Robles said the international certification goes beyond being a plaque on the wall and reflects a solid commitment to the Filipino people.
“Being named the top GOCC in the country and now gaining Level 3 WLA accreditation shows that we are dead serious in combining heart-led public service with world-class professional standards,” he said.
In December 2025, the Governance Commission for GOCCs (GCG) officially adjudged PCSO as the Top 1 Government-Owned and Controlled Corporation (GOCC) in the Philippines.
PCSO said it topped all other government-owned and controlled corporations with a record-breaking performance rating of 100.63 percent, with the Governance Commission for GOCCs’ top ranking anchored on the agency’s transparency, revenue growth, and extensive social impact through programs such as the nationwide distribution of Patient Transport Vehicles, medical assistance, disaster and emergency relief operations, medical equipment donations, and institutional partnerships with non-government organizations.
The agency said the PCSO general manager was also named one of three Leadership Award finalists by the Governance Commission for GOCCs (GCG) during the annual awards.
The WLA, the global authority on lottery governance, represents more than 150 state-authorized lotteries in over 80 countries.
