DOLE ensures TUPAD reaches rightful beneficiaries through implementer training

The Department of Labor and Employment (DOLE) has strengthened its Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program by upgrading implementers’ skills to ensure government aid reaches the right beneficiaries promptly and accurately.
DOLE said the two-day capacity development activity aimed to equip implementers with the technical, communication, and life skills necessary for effective program execution.
TUPAD implementers serve as the program’s frontline gatekeepers, directly determining whether assistance reaches legitimate beneficiaries without delay or procedural lapses.
“You play a crucial role as program implementers because DOLE aims to ensure that government assistance reaches the right beneficiaries at the right time and in the proper manner,” the department said.
Training covered the TUPAD implementation process, updates to the TUPAD Information Management System (TIMS), and guidelines under Department Order No. 239, Series of 2023, to reinforce uniform standards across field offices.
Participants were also briefed on the programs of partner agencies, including the Philippine Statistics Authority, Land Bank of the Philippines, and the Government Service Insurance System.
The activity included life skills development such as client handling, workplace etiquette, public speaking, and document verification procedures.
Workshops on technical report writing and PowerPoint preparation were conducted to improve the clarity and accuracy of implementers’ documentation.
