PNP begins pre-charge probe vs 6 Manila cops accused of robbery

The Philippine National Police (PNP) confirmed Friday, Jan. 30, that it has started a pre-charge investigation against six police officers from the Manila Police District (MPD) who were arrested for alleged robbery and extortion in Makati City.
Lawyer Brigido Dulay, inspector general of the PNP Internal Affairs Service (IAS), said the investigation covering six personnel assigned to the Drug Enforcement Unit of the Malate Police Station will be “comprehensive and uncompromising.”
“The Internal Affairs Service will leave no stone unturned in unmasking all those involved in this illegal activity. We will not tolerate criminal conduct in the police service, and those found liable will face the full force of the law,” Dulay said.
He said command responsibility is also being examined and this will apply if evidence shows lapses in supervision or accountability by concerned commanding officers.
As an immediate measure, all members of the Drug Enforcement Unit of the Malate Police Station were relieved from their posts pending the outcome of the investigation.
PNP Chief Police Gen. Jose Melencio C. Nartatez Jr. earlier directed the National Capital Region Police Office (NCRPO) to place the six officers under restrictive custody and preventive suspension. This will remain in effect while the investigation is ongoing.
“I will personally monitor the progress of this case to make sure that these policemen will not only be dismissed from the service but also go straight to jail. Criminal-minded policemen do not deserve to wear the uniform and use our badge,” Nartatez said.
The Makati City Police arrested the six officers on Jan. 28 in Barangay San Isidro following a complaint filed by one of the victims. The officers include a police staff sergeant and five patrolmen.
According to the victim, armed men stormed his hotel room in Makati City after he spent the night out in Malate, Manila. He said the suspects pointed a gun at him, forced him to lie on the floor, tied his hands, and took his belongings before escaping on motorcycles.
Nartatez commended the Makati City Police for the swift arrest of the suspects. He said the action reflects the PNP’s zero-tolerance policy against wrongdoing within its ranks.
“The fact that it is also PNP personnel who arrested these erring policemen says a lot in terms of zero tolerance for wrongdoing in the organization. I commend the Makati City Police for doing their job well,” he said.
The IAS has initiated administrative cases that could lead to the dismissal of the six officers from the MPD while the Makati City Police are preparing the criminal charges.
Nartatez, who had just taken his oath as a full-fledged PNP chief last Wednesday, said the internal cleansing program will continue under his leadership as it is meant to protect public trust and enforce discipline within the organization.
He also ordered investigators to build a strong case against the accused officers, and offer protection to the victim if necessary.
