Philippine 'green lane' projects surge to ₱6.1 trillion in 2025

The Board of Investments (BOI) has endorsed more than ₱6 trillion worth of projects under the green lane by the end of last year, as investors seek swift processing to get their projects moving.
The investment promotion agency, through its One-Stop Action Center for Strategic Investments (OSAC-SI), said it has certified 232 projects totaling ₱6.11 trillion from February 2023 to Dec. 31, 2025.
Enacted under Executive Order (EO) No. 18, the green lane program was created to expedite, streamline, and automate the processing of permits and licenses for strategic investments.
The program aligns with the government’s commitment to ease of doing business and efficient service delivery to attract more investment into the country.
The BOI said the green lane reduces processing time for permits and licenses by an average of 49 percent, facilitating the immediate implementation of strategic investments.
Of the total endorsements, 163 projects with a combined investment value of ₱5.48 trillion are already in the pre-development stage.
A total of 47 projects are undergoing construction, while six are in the pre-operation phase.
The BOI said 16 projects are already operational.
BOI Director Ernesto Delos Reyes Jr. said the green lane enabled the government to ensure that proposed investments in the country translate into on-the-ground projects.
“We are helping investors move from planning to implementation more efficiently, while ensuring that projects aligned with national priorities are realized and translated into jobs and inclusive growth,” he said.
Trade Secretary Cristina Roque further said that the program is a vital step in enhancing the country’s position as an investment hub in Asia.
“[The green lane initiative] will ultimately benefit our people by generating jobs and fostering sustainable economic growth,” she said.
The renewable energy sector accounted for the lion’s share of the endorsed projects, with 179 projects amounting to ₱5.21 trillion registered for green lane status.
The agency cleared five projects under public-private partnership (PPP), infrastructure, and water for the green lane, totaling ₱416.08 billion.
It also endorsed nine projects in digital infrastructure, totaling ₱410.69 billion in investment.
The BOI approved seven projects in the manufacturing sector with a total value of ₱67.04 billion.
In the food security sector, the agency certified 31 projects for green lane status, with a combined cost of ₱18.70 billion.
A pharmaceutical project that will rise in Metro Manila valued at ₱45 million was also endorsed by the agency.
Combined, the total of 233 endorsed projects is expected to generate 398,567 direct jobs across the country.
BOI data showed that 71.35 percent of the investments for these projects are from local investors, valued at around ₱4.33 trillion
Foreign investments, on the other hand, reached ₱1.74 trillion by the end of 2025. Top investors in the period were Denmark, the Netherlands, Switzerland, Singapore, and Malaysia.
From January to December last year, the BOI endorsed 81 projects, representing a total investment of ₱1.96 trillion and creating an estimated 163,070 jobs.
Through the green lane, the BOI said it has supported the registration of 110 companies under its incentive program. It also assisted the one project to avail of benefits under the Philippine Economic Zone Authority (PEZA).
The BOI expects to register 121 more projects under investment promotion agencies, totaling approximately ₱2.95 trillion.
Through registration, companies can benefit from a slate of benefits, including fiscal and non-fiscal incentives.
