Filipino travelers to see stable ticket prices in January

The cost of flying for Filipinos is expected to remain largely unchanged as the new year begins, after the government kept the passenger fuel surcharge at the same level for the sixth consecutive month.
In an advisory dated Dec. 17, the Civil Aeronautics Board (CAB) said the fuel surcharge will remain at Level 4 from Jan. 1 to 31, 2026.
The fuel surcharge was raised to its current level in August, a step above Level 3—the lowest level for the year—following the prior month’s Level 3.
Under Level 4, travelers pay an additional ₱117 to ₱342 for domestic flights, depending on the flight’s distance.
Meanwhile, for those traveling abroad, the surcharge ranges from ₱385.70 to ₱2,867.82.
As an industry practice, the fuel surcharge is an optional fee, not included in the base airfare, that airlines may pass on to passengers to recover costs from jet fuel price fluctuations in the global market.
Based on the latest market monitoring of the International Air Transport Association (IATA), the average price of jet fuel stands at $86.88 per barrel, down 9.3 percent from last month’s prices.
The CAB said airlines planning to impose or collect fuel surcharge in January must file their application on or before the effectivity period, with surcharge rates not exceeding Level 4.
For airlines collecting fuel surcharge in foreign currency, the applicable conversion rate for the coming month is ₱58.91 per United States (US) dollar.
Stable airfares in January are expected to enhance travel demand for the month, which is typically a peak period for local airlines.
Low-cost carrier Cebu Pacific earlier said that it reduced the number of flights and seats available last month to preserve maximum capacity ahead of December and January.
By the end of November, Cebu Pacific has served 24.17 million passengers, up 10 percent from 21.97 million in the same 11-month period last year.
Based on CAB data, flag carrier Philippine Airlines (PAL) has flown 12.26 million passengers from January to September, including those from its regional unit, PAL Express.
Budget airline AirAsia Philippines served around 4.30 million passengers in the same period.
