Muntinlupa declared under state of calamity due to severe flooding, destruction

Muntinlupa has been declared under a state of calamity due to flooding and destruction caused by tropical cyclones “Crising,” “Dante” and “Emong,” and the southwest monsoon.
During a special session on July 25, the Muntinlupa City Council approved Resolution No. 2025-011 for the declaration of a state of calamity in the city, according to Majority Floor Leader Raul Corro.
After it was passed, Mayor Ruffy Biazon signed the resolution on July 26 that officially placed the city under a state of calamity.
Biazon said the resolution will allow the city government to utilize the calamity fund to help affected communities.

The measure was signed after the Muntinlupa Local Disaster Risk Reduction and Management Council (LDRRMC), chaired by Biazon, adopted and approved a resolution.
The LDRRMC resolution was endorsed to the Muntinlupa City Council. .
Under Republic Act 10121 (Philippine Disaster Risk Reduction and Management Act of 2010), “The declaration and lifting of the state of calamity may also be issued by the local sanggunian, upon the recommendation of the LDRRMC, based on the results of the damage assessment and needs analysis.”
It defines state of calamity as "a condition involving mass casualty and/or major damages to property, disruption of means of livelihoods, roads and normal way of life of people in the affected areas as a result of the occurrence of natural or human-induced hazard."
The law mandates that the allocation for the Local Disaster Risk Reduction and Management Fund (LDRRMF) shall come from not less than five percent of the estimated revenue from regular sources and will be used “to support disaster risk management activities such as, but not limited to, pre-disaster preparedness programs including training, purchasing life-saving rescue equipment, supplies and medicines, for post-disaster activities, and for the payment of premiums on calamity insurance.”
Of the total LDRRMF, 30 percent will be allocated as “Quick Response Fund (QRF) or stand-by fund for relief and recovery programs in order that situation and living conditions of people In communities or areas stricken by disasters, calamities, epidemics, or complex emergencies, may be normalized as quickly as possible.”
The 30 percent of the fund will be used under a state of calamity.
In a Facebook post, Biazon said through the declaration of a state of calamity in Muntinlupa, “magkakaroon ng legal na batayan ang lungsod at mga barangay para magamit ang mga kinakailangang resources—para makapaghatid ng agarang tulong, makapag-implement ng critical interventions, at mas mapabilis ang ating pagtugon sa epekto ng bagyo at habagat (the city and barangays will have a legal basis to utilize the necessary resources—to deliver immediate assistance, implement critical interventions, and speed up our response to the impact of the typhoon and the southwest monsoon).”
According to the City Council resolution, from July 21 to 24, the three tropical cyclones and the southwest monsoon “brought heavy to intense levels of rainfall to Metro Manila and several provinces causing floods and landslides to communities.”
As of July 25, the Muntinlupa Social Services Department recorded 324 families or 1,341 individuals in evacuation centers in eight of the nine barangays in the city.
“Based on the report of LDRRMC, there is no significant sign of water receding in 8 out of 9 barangays and communities situated near Laguna de Bay, which may cause prolonged exposure to floodwaters that may increase the risk of waterborne and communicable diseases,” the resolution stated.
It added, “The Sangguniang Panlungsod deemed it necessary to place the entire City under a state of calamity to be able to mobilize critical resources not only at the city level but also directly to the barangays where swift response to urgent needs of the constituents is now the top priority.”
Corro said: “The City Council has required the Local Disaster Risk Reduction and Management Council to submit a report on the utilization of the 30 percent Quick Response Fund, programs implemented and the number of people who were given assistance in this declaration.”
