Lanao del Sur 1st district Rep. Zia Alonto Adiong says its "potlically rare" for an institution like the House of Representatives to score high trust ratings while facing a politically charged issue like Vice President Sara Duterte's impeachment case.

“Usually, kapag papatapos na ang isang particular Congress, bumababa ang tiwala ng tao, lalo na ngayong mainit ang isyu ng impeachment. Pero this time, baligtad. Tumataas pa. That tells us something very important. Nakita ng tao ang trabaho, hindi ang ingay,” Adiong said.

(Usually, as a particular Congress nears its end, public trust tends to decline, especially now, with impeachment issues heating up. But this time, it’s the opposite. Trust is rising. That tells us something important. The public saw the work, not the noise.)

Adiong was referring to the results of the latest national survey carried out by the Social Weather Stations (SWS), where public trust in the House grew dramatically over the final three months of the previous 19th Congress.

From 34 percent in April 2025, the House’s “much trust” rating jumped to 49 percent in May, and then to 57 percent in June.

The was reportedly the highest trust gained by the lower chamber in recent memory, even as the discourse on Vice President Duterte's impeachment case was also at its peak.

The impeachment case against the Vice President could have easily divided and derailed the House, but Adiong said the chamber showed unusual discipline.

“Hindi nahila ng pulitika ang trabaho ng Kamara. Walang showbiz, walang away sa plenary. Tuloy ang paggawa ng mga batas, tuloy ang oversight (Politics didn’t derail the work of the House. No showbiz, no plenary scuffles. Legislation continued, oversight remained steady). And that kind of institutional focus is rare during high-stakes political drama,” said the "Young Guns" bloc member.

He cited the House’s passage of 61 out of 64 Legislative-Executive Development Advisory Council (LEDAC) priority bills for the entire 19th Congress—including 27 out of 28 targeted for the third regular session—as proof that the chamber was operating at full throttle despite distractions.

“Hindi kami nagpahila sa drama. In fact, habang pinapa-init ang isyu ng impeachment sa labas, kami dito nagtatrabaho. Kaya siguro ang tingin ng tao, ‘Uy, seryoso pa rin sila.’ (We didn’t get pulled into the drama. In fact, while the impeachment issue was heating up outside, we kept working. That’s probably why people are thinking, ‘Hey, they’re still taking this seriously.’) And that translated into trust,” he stated.

“Kung ayaw talaga ng tao sa impeachment, bumagsak sana ang tiwala sa Kamara. Pero hindi eh. Tumaas pa. Ibig sabihin, hindi nag-translate ’yung online noise sa totoong sentimyento ng publiko,” Adiong further explained.

(If the people were truly against impeachment, trust in the House would’ve dropped. But that didn’t happen. In fact, it even increased. That means all the online noise didn’t actually reflect the public’s real sentiment.)
