Fifty-two winning party-lists during the 2025 mid-term polls--representing 59 nominees--were proclaimed on Monday afternoon, May 19, while the fate of two other groups remain unclear as the Commission on Elections (Comelec) en banc, sitting as the National Board of Canvassers (NBOC) suspended their proclamation.
Duterte Youth Party-list, despite ranking second and being entitled to three seats in the House of Representatives; and the Bagong Henerasyon (BH) Party-list, entitled to one seat, were not proclaimed pending Comelec's decision on their respective cases.
Duterte Youth is facing a disqualification petition for alleged misrepresentation; while BH is facing violation of 261 (i) of the Omnibus Election Code, which pertains to the provision prohibiting the intervention of public officers and employees.
A total of 52 party-lists have made it to the 20th Congress, which starts in earnest in July.
Akbayan Party-list, which initially didn't make it to the winners' circle in the
2022 polls, was the surprise in this year's race after it ranked no.1 overall. This distinction gave it is three seats in the upcoming Congress, which will be occupied by human rights lawyer Chel Diokno, former National Youth Commission (NYC) commissioner and current representative Percival Cendaña, and women's rights advocate Dadah Iram Isnula.
Tingog Party-list, which was also among the top finishers duing the 2022 polls, placed third this year and won three seats. It will be represented by Andrew Julian Romualdez, Jude Acidre, and Marie Josephine Diana "Happy" Calatrava.
Meanwhile, 4PS, ACT-CIS and Ako Bicol Party-lists will once again be part of the next Congress after ranking fourth, fifth, and sixth, respectively, during the elections. They will have two representatives each.
The other winning party-lists that will have one representative each are:
Uswag Ilonggo, Solid North Party, Trabaho, Cibac, Malasakit@Bayanihan, Senior Citizens, PPP, ML, FPJ Panday Bayanihan, United Senior Citizens, 4K, LPGMA, COOP-NATCCO, Ako Bisaya, CWS, Pinoy Workers, AGAP, Asenso, Pinoy, Agimat, TGP, Sagip, ALONA, 1-RIDER Party-list, Kamanggagawa, GP, Kamalayan, Bicol Saro, Kusug Tausug, ACT Teachers, One Coop, KM Ngayon Na, Abamin, BH - Bagong Henerasyon, TUCP, Kabataan, APEC, 1Tahanan, Magbubukid, Ako Ilocano Ako, Manila Teachers, Nanay, Kapuso PM, SSS-GSIS PENSYONADO, DUMPER PTDA, Abang Lingkod, Pusong Pinoy, Swerte, Philreca.

Akbayan to form 'reform bloc' in next Congress
In a statement on their proclamation, the congressmen-elect of Akbayan said they will form a "reform bloc" in the next Congress. The new bloc will be led by Diokno, Cendaña, and Isnula, along with the Dinagat Islands representative
"Together, they committed to working with fellow lawmakers who share a deep commitment to progressive reforms," their statement read.
Diokno, Akbayan's first nominee, says the bloc's core mission is "to advance justice, demand accountability and win meaningful reforms for the Filipino people".
"We will not let you down. We remain committed to championing the rights and welfare of the public through meaningful legislation that aims to uplift lives and build a more just and inclusive society," Diokno said.
Duterte Youth, BH protest suspension of proclamation
In separate statements, Duterte Youth and BH slammed Comelec's decision to suspend their respective proclamations.
They said they were only informed of the suspension several hours prior to the scheduled proclamation of the winning party-lists.
Duterte Youth said the case against it--which the Comelec tagged as a "serious violation of election laws," was just a
"hao shao case", or illegitimate case.
"Now, Comelec is trying to subvert the votes of the Filipino people by delaying an election proclamation scheduled today," the party-list said in a statement.
Duterte Youth said that it already responded to the petition back in 2019, and wondered why it was allowed a seat in 2019 and 2022.
"Kung ganun ka-seryoso yun bakit hindi niyo agad dinecisionan after noong huling hearing natin noong 2019 pa (If that's really serious, why did you not decide on it in 2019). This is definitely a grave abuse of discretion para lang ihold now ang pinili ng milyon-milyong Pilipino, election na nga lang ang proof na may demokrasya pa sa bansa, paglalaruan niyo pa (just to hold the ones who were elected by millions of Filipinos. Elections is the only proof of democracy in the country, and yet you play with it)," the party-list said.
Meanwhile, BH Party-list Rep. Bernadette Herrera said Comelec "abruptly announced the suspension" of their proclamation "without warning and without any prior notice".
"No explanation. No copy of any complaint. No summons. No opportunity to respond," Herrera said.
"Let us be clear: Bagong Henerasyon has not received, seen, or even been informed of this supposed case. How can we be held to account for an accusation that remains invisible—unnamed, unheard, and unexplained?" she added.
