Bulacan Police Provincial (PPO) Jail Warden Officer-In-Charge Ret. Col. Manuel Lukban Jr., removed the mayor and chairman positions appointed to Persons Deprived of Liberty (PDLs) inside the penitentiary.

This move is part of his broader initiative to improve the jail’s management and reduce internal corruption.
PDLs also voluntarily surrendered their prohibited items inside their cells these includes bladed weapons, ice picks, machetes, and other.
They also surrendered their cell phones, air conditioners, washing machines, bottles of perfume, and 58 small LPG tanks, which are all prohibited in the prison.
Lukban also dissolved the prison cooperative, which had reportedly become a source of corruption.
He established the “Good Management Committee,” which is composed of leaders from major PDL groups such as Sputnik, Bahala Na, Comando, Batang City, and Maccopa.
This committee will assist in implementing reforms and maintaining discipline among inmates.
The facility currently houses 1,338 detainees, including 168 females.
To ensure proper nutrition and fairness, Lukban introduced a new system for meal distribution, where food portions are now equally divided among inmates.
During a recent media visit, reporters were shown well-cooked meals consisting of white rice and mung beans with chicken.
Essential hygiene supplies such as soap and toothpaste will now be managed by group leaders and made available to inmates at minimal cost.
One PDL, identified as Kevin Ama of the Sputnik group, expressed optimism about the reforms, saying they would bring order and structure to life inside the jail.
In relation to the upcoming elections on Monday, May 12, only the city of Malolos among Bulacan’s 20 towns and four cities will conduct voting within the provincial jail.
A total of 104 qualified PDLs are expected to cast their votes.
