But their attempt was thwarted on the very first step of the process after the complaint was supposedly not received by the House of Representatives' secretary general.
Cardema on Friday, May 9, said he and his wife would refile the impeachment complaint next week.
But what was the Cardemas' basis for seeking to oust the President, who they even said was their godfather during their marriage?
Ronald Cardema accused President Marcos of yielding Philippine sovereignty to foreigners when he allowed the surrender of former president Rodrigo Duterte to the International Criminal Court (ICC), where the latter has a charge of crimes against humanity.
"Nakalagay sa Constitution natin (It is under the Constitution that), sovereignty resides in the Filipino people... Ang soberanya ng bansa ay nasa buhay ng mga Pilipino. Kaya noong March 11, noong sinurrender ang isang Pilipino sa kamay ng mga dayuhan, sinurrender ang soberanya ng bansa (The country's sovereignty resides in the people, that's why on March 11, when he surrendered a Filipino to the hands of the foreigners, he surrendered the country's sovereignty)," Cardema claimed during the Pandesal Forum Friday.
On March 11, Duterte was arrested by members of the International Police (Interpol), upon his arrival at the Ninoy Aquino International Airport (NAIA) from a political rally in Hong Kong. The Philippine National Police (PNP) assisted Interpol.
Several hours later, he was flown to The Hague in the Netherlands using a private jet chartered by the government.
"And under the Constitution, who is the defender and the upholder of the Constitution? It is the President of the Philippines," Cardema added.
Cardema also accused Marcos of betraying the public trust when he immediately surrendered the sx-leader to the international court without giving him due process in the local court.
"Alam niyo, pinagkakatiwalaan natin ang Presidente na (You know, we have entrusted it to the President that) he will uphold the Constitution, and he will protect all Filipino citizens," said the former congressman.
"Ang tanong, bakit mo inallow. At bakit 'di mo binigyan ng due process ang Pilipino na 'yun (The question is, why did you allow if? And why didn't he give him the due process)?" he added.
Cardema said he was compelled to file the impeachment because the public should not be left voiceless in raising their grievances.
"'Pag hinayaan natin na walang magsalita, baka may mga susunod pang ganyan. Baka maaubuso ang ganyang powers. Wala nang magsalita (If we allow silence, there may be more cases like this in the future. Such powers might be abused. Everybody will be silenced)," he added.
He claimed that "millions" of Filipinos from the provinces and abroad have been questioning and protesting Duterte's arrest.
"Kaya dito po sa impeachment complaint na 'to... makita nyo yung merits ng sinasabi natin. At kung ito magtuloy, sagutin man lang ng Presidente ng Pilipinas (You can see in this impeachment complaint the merits of what I've been talking about. And if this pushes through, I hope the President would answer) why did he allow a Filipino citizen to be transported to the hands of the foreigners?" he added.
