DOT, DTI focus on job creation through strategic sector development

The Department of Tourism (DOT) and the Department of Trade and Industry (DTI) have forged a partnership aimed at driving job creation and supporting economic recovery through the growth of key sectors, especially tourism.

To empower Filipino micro, small, and medium enterprises (MSMEs), both agencies signed a memorandum of agreement (MOA ) designed to improve access to financing and development opportunities within the tourism industry.

The agreement, formalized during a ceremonial signing on Apr. 7 at the DOT Office in Makati City, was led by DOT Secretary Christina Garcia-Frasco and DTI Secretary Cristina Aldeguer-Roque, alongside senior officials from both departments.

Under the partnership, MSMEs in tourism will gain financial assistance through DTI’s Small Business Corporation (SB Corp), as well as joint initiatives in tourism and trade missions to promote local investments.

Frasco emphasized the complementary roles of tourism and trade in driving economic growth, noting that while tourism introduces Philippine culture and products globally, trade ensures their international reach.

Roque underscored the significance of this collaboration in fostering inclusive growth, particularly for MSMEs, which are integral to the economy.

“This collaboration ensures that MSMEs not only participate in but thrive within the tourism value chain,” Roque said.

Tourism MSMEs, which contribute 63 percent of national employment and 40 percent of the country’s GDP, often face challenges accessing resources and markets.

This initiative aims to bridge these gaps by providing essential tools and opportunities for both local and global competition.

Frasco expressed optimism that the partnership would bolster local businesses, elevate the Filipino brand, and showcase the country’s unique products and cultural heritage.

The agreement complements initiatives such as the VAT Refund Mechanism for Non-Resident Tourists under Republic Act 12079, which supports tourism sector growth.

Additionally, the MOA incorporates the integration of local products into DTI’s One Town, One Product (OTOP) initiative and their promotion at DOT-managed Tourist Rest Areas (TRAs), which will further boost local tourism development.

This collaboration strengthens the DOT’s efforts to elevate the Philippines' global image by showcasing local talents and products to international markets.

The agreement also promotes sustainable tourism by advancing local product development, enhancing creative industries, and supporting cultural tourism.

DTI’s involvement in DOT tourism events will enhance investment opportunities and solidify the branding of Filipino products and services.

A Technical Working Group (TWG) will oversee the MOA’s implementation, ensuring the successful execution of its initiatives.

Seen as a crucial step toward economic stability, this collaboration will foster sustainable employment and community development across the country.

With the MOA’s expected rollout within the year, it is set to empower MSMEs, enrich the lives of Filipinos, and stimulate continued growth in both the tourism and trade sectors.
