LAOAG CITY, Ilocos Norte — The body of a man who had just been released from police custody was found floating on the Padsan River here on Sunday, August 30.

Police identified the victim as Herminigildo Gaño, a resident of Barangay 9, Sarrat, Ilocos Norte.

Gaño’s body was discovered floating in the river in Barangay 32-B, La Paz, prompting Barangay Captain Duldulao to alert the City Disaster Risk Reduction and Management Office (CDRRMO).

The CDRRMO immediately deployed its Search and Rescue Team, Medical Team, and other personnel led by Dr. Melvin D. Manuel.

Rescuers, in coordination with the Philippine Coast Guard (PCG), recovered the body, which was reportedly clad a black striped shirt and black cargo shorts.

Dr. Janine Ramos conducted an examination before the remains were turned over to the Philippine National Police (PNP) for investigation.

Police said Gaño had been taken into custody in Sarrat on Aug. 28 because of his alleged violent behavior.

He was released the following day, but reportedly refused to leave with family members who had gone to fetch him.

Instead, Gaño allegedly ran toward the river and told his relatives that they would later find him at a funeral parlor in Laoag City.

The statement took on a grim significance after his body was recovered from the Padsan River the next day.

Police are investigating the circumstances surrounding Gaño’s death, including how he ended up in the river. It remained unclear if he drowned or if foul play was involved.

The CDRRMO said it would continue responding to emergencies in the city, particularly as persistent rains have affected the area.
