'Nandito ba si cong?': Resolution bares list of 98 House members with 'perfect attendance'

A resolution filed by the House leadership revealed the names of 98 congressmen who each recorded a perfect attendance in plenary sessions during the first regular session of the 20th Congress.
House Resolution (HR) No. 1394 was introduced by House Speaker Isabela 6th district Rep. Faustino "Bojie" Dy III, Majority Leader Ilocos Norte 1st district Rep. Sandro Marcos. Minority Leader 4Ps Party-list Rep. Marcelino Libanan, and Committee on Ethics and Privileges Chairman 4Ps Party-list Rep. JC Abalos.
The measure sought to commend the solons on the perfect attendance list, which was comprised of 78 district representatives and 20 party-list representatives.
The first regular session began on July 28, 2025, or the day of President Marcos' fourth State of the Nation Address (SONA). It ended with the session's sine de adjournment last June 3, 2026.

Congress (House and the Senate) holds plenary sessions every Monday, Tuesday, and Wednesday. There are 318 sitting House members.
According to the resolution's authors, "regular attendance in plenary sessions, a fundamental duty of every lawmaker, safeguards active participation in legislative debates, the timely enactment of vital laws, and strict oversight of govemnment functions".
The measure said that the unwavering presence of lawmakers "directly contributes to the swift deliberation and passage of priority national legislation, ensuring that the wheels of governance move without delay".
"A perfect record of attendance in plenary sessions demonstrates a firm commitment to actively represent the voice and interests of one's constituency in any legislative discourse, debate, or division of the House," it added.
The measure sought to provide a copy of the resolution, alongside an official Certificate of Commendation, to each of the honored House Members "as a permanent record of their exemplary service and devotion to the country."
