Project NOAH to help ensure only legit flood projects get funding, says Suansing

The chairperson of the House Committee on Appropriations has met with University of the Philippines (UP) officials in a bid to strengthen support for education and disaster preparedness, with Project NOAH being the centerpiece.
Nueva Ecija 1st district Rep. Mikaela Angela "Mika" Suansing did so even as the appropriations panel was knee-deep in its per agency hearings on the P7.2-trillion General Appropriations Bill (GAB) or proposed national budget for 2027.
In particular, Suansing spoke with UP president, lawyer Angelo Jimenez on continued support for free and quality education.
She also discussed Project NOAH with UP Resilience Institute (UPRI) Executive Director Dr. Mahar Lagmay, following the allocation of P1 billion for the project under the current 2026 General Appropriations Act (GAA), which Suansing actively pushed for last year and secured with the support of the Congress.
The Committee on Appropriations chairperson expects the funding to translate to stronger flood and hazard mapping, barangay-level early warning systems, and better identification of areas that need flood mitigation.
“Katulong ang Project NOAH, sisiguraduhin po ng inyong lingkod at ng Kongreso na tanging ang mga flood control projects lamang sa flood-prone areas ang mapopondohan,” she said.
(With the help of Project NOAH, yours truly and Congress will ensure that only flood control projects in flood-prone areas will be funded.)
Project NOAH stands for Nationwide Operational Assessment of Hazards. It was launched in 2012 to improve disaster preparedness using science, mapping, and real-time data.
It's designed to monitor hazards such as floods, typhoons, landslides, and storm surges. It maps vulnerable areas and provides weather and hazard information to help with early warnings and disaster response.
Suansing also emphasized the need to carefully review projects before they are included in the final national budget.
She said the House will conduct another round of vetting during budget deliberations to ensure that flood control projects included in the final version of the budget are necessary and can be properly implemented.
The GAB, once enacted, becomes the GAA.
