GOCC subsidies more than double to ₱115 billion in first half on FTI, PhilHealth boost

Government subsidies to state-run firms more than doubled to ₱114.6 billion in the first half of 2026, sustained by the huge April release to Philippine Health Insurance Corp. (PhilHealth) and the June subsidy to Food Terminal Inc. (FTI).

The latest Bureau of the Treasury (BTr) data showed that total subsidies to government-owned and/or -controlled corporations (GOCCs) jumped to nearly ₱115 billion from ₱52.5 billion during the same six-month period in 2025.

This expansion was fueled by a record ₱66.3 billion in support in April, which dwarfed the ₱14.5 billion released in the same month of the previous year. The massive jump in April was driven by the ₱60-billion subsidy for PhilHealth, representing the return of fund balances from unutilized subsidies following a Supreme Court (SC) ruling.

June also saw a significant boost of ₱16.6 billion in releases, driven by a one-time ₱10-billion subsidy to FTI.

Data also showed that National Electrification Administration (NEA) boosted the year-to-date growth, receiving ₱3 billion last March, compared with no subsidy in the first four months of 2025 and only ₱1.25 billion in total through the first half of that year.

Meanwhile, Power Sector Assets and Liabilities Management Corp. (PSALM) saw its allocation for the Murang Kuryente Act drop significantly to ₱2.5 billion from ₱8 billion in 2025.

In the agricultural sector, the government balanced food security needs with varying fiscal allocations. National Food Authority (NFA) saw its first-half support increase by 21.3 percent to ₱8.7 billion from ₱7.2 billion in 2025.

Meanwhile, National Irrigation Administration (NIA), typically the largest recipient of state support, saw its total subsidy decline by nearly half to ₱9 billion from ₱17.7 billion last year.

Other GOCCs saw notable changes in their support levels through June. Philippine Fisheries Development Authority (PFDA) received ₱1.9 billion, down from ₱2 billion a year ago.

On the other hand, Philippine Rice Research Institute (PRRI) saw its subsidy grow by nearly half to ₱1.5 billion from ₱1 billion. Additionally, Philippine Postal Corp. (PPC) received ₱1.2 billion during the period, compared with zero support in the same period last year.

Among financial institutions, Small Business Corp. (SBC) saw its funding nearly double to ₱1 billion from ₱502 million a year ago.

Funding for specialized health centers showed mixed trends compared with the previous year. Philippine Heart Center (PHC) saw its first-half support grow slightly to ₱1.32 billion from ₱1.31 billion in 2025, buoyed by a ₱306-million release in June.

Conversely, National Kidney and Transplant Institute (NKTI) saw its support drop by nearly a fifth to ₱756 million from ₱936 million a year ago.
