Naga City municipal employees getting subsidized Ayala Land homes

BellaVita Land Corp., the socialized housing unit of real estate developer Ayala Land Inc., handed over the first 110 homes to municipal employees in Naga City as part of a 1,011-unit residential development.
The initial handover at the BellaVita Naga property in Barangay Pacol marks the start of a public-private partnership between Ayala Land, the Naga City government, and state-backed home lender Pag-IBIG Fund.
Under the agreement, BellaVita is providing completed single-family homes, while the Naga City Housing and Settlements Development Office facilitates worker eligibility and processes financing through Pag-IBIG home loans.
The units awarded in the initial batch are connected to the power and water grids and feature paved road access. The sub-development also includes finished amenities such as a multi-purpose community hall.
Naga City Mayor Leni Robredo noted that the completion of local infrastructure during a ceremonial key handover, noting that the entire village layout and public facilities are fully operational for incoming residents.
The multi-year arrangement creates a structured homeownership path for active municipal staff, including administrative clerks, public maintenance workers, and municipal service agents living within the city limits.
Robert S. Lao, Ayala Land group head of strategic growth and new ventures, said the program relies on multi-agency cooperation involving local leadership, the Department of Human Settlements and Urban Development, and Pag-IBIG Fund to provide urban housing for the municipal workforce.
The initiative combines public land distribution policies, private residential construction, and subsidized long-term financing to scale affordable housing production in regional urban centers outside Metro Manila.
BellaVita focuses on master-planned, low-cost developments intended to integrate affordable residential units with neighborhood civic infrastructure and basic commercial spaces.
The remaining housing units under the 1,011-unit master plan will be delivered in phased turnovers as Pag-IBIG loan approvals and municipal employee applications are processed. (James A. Loyola)
