Five Outstanding Citizens to be honored on Baguio Day

BAGUIO CITY – The city government will honor five outstanding citizens during the celebration of the 117th Anniversary of the Charter of Baguio held at the Baguio Convention and Cultural Center, Baguio City, on September 1.

With the themed "Cultivating circularity: Building an Everlasting Baguio", the awarding is based on their unique contributions to the city of Baguio, which were thoroughly researched by representatives of the Society of Outstanding Citizens of Baguio (SOCOB).

According to SOCOB President Joel Arthur Tibaldo, the five made it out of the 14 nominees after a rigorous selection process that included verification, background checks, and interviews.

This year's Search Committee is headed by Marybeth Yu So and Mayor Benjamin Magalong, with Tibaldo as a member of the search panel.

The successful nominees who will be honored during the Baguio Day program on September 1, 2026 are:

Dr. Alex B. Brillantes,Jr., born and raised in Baguio City, is a distinguished political scientist, Professor Emeritus of the University of the Philippines National College of Public Administration and Governance, and a leading authority on public administration and local governance. 

Throughout his illustrious career, he has strengthened public institutions, empowered local governments, and inspired generations of public servants through education, research, and policy leadership. A respected scholar, mentor, and institution builder, he has made lasting contributions to governance reform and capacity building in the Philippines. 

His unwavering commitment to excellence, integrity, and public service has earned him national and international recognition. In recognition of his outstanding contributions to public administration and governance, we proudly honor Dr. Alex B. Brillantes Jr. as a 2026 Outstanding Citizen of Baguio Awardee for Professional Service. 

Dr. Ruel G. Revilla, is a prominent pulmonologist, educator, and healthcare leader whose dedication to medicine has advanced healthcare in Baguio City and the Cordillera Region. As President and Chief Operating Officer of the Global Multi-Specialty Diagnostic Center and Founding Dean of the Benguet State University College of Medicine, he has championed quality healthcare, medical education, and compassionate public service. 

He also played a vital role in Baguio City's telemedicine and COVID-19 response initiatives while mentoring future generations of physicians. Respected for his clinical excellence, visionary leadership, and genuine compassion, Dr. Revilla has left a lasting impact on healthcare and medical education. 

In recognition of his outstanding contributions to medicine, education, and community service, we proudly honor Dr. Ruel G. Revilla as the 2026 Outstanding Citizen of Baguio Awardee for Professional Service. 

Regional Director Albert A. Mogol (Professional Service), is a recognized public servant, retired military officer, and respected leader in disaster risk reduction and management. After 34 years of honorable service in the Armed Forces of the Philippines, he continued his commitment to the nation as Regional Director of the OCD–CAR and Chairperson of the CRDRRMC. Under his leadership, Baguio City has strengthened its disaster preparedness, emergency response, and community resilience through innovative and collaborative programs. 

He has championed multi-agency partnerships, resilience initiatives, and public awareness programs that promote a culture of preparedness across the region. Known for his hands-on, proactive, and compassionate leadership, he has united government agencies, local communities, and volunteers in safeguarding lives and building stronger communities. His unwavering dedication to public service has earned him the trust and respect of those he serves. 

In recognition of his exceptional leadership and invaluable contributions to community resilience and public service, we proudly honor Regional Director Albert A. Mogol as a 2026 Outstanding Citizen of Baguio Awardee for Professional Service.

Architect Donna R. Tabangin (Professional Service) is a well-regarded architect, environmental planner, educator, and public servant dedicated to building a more sustainable and resilient Baguio City. As Head of the City Planning, Development and Sustainability Office, she has championed data-driven urban planning and long-term development initiatives that promote environmental stewardship and inclusive growth. 

She also founded the Saint Louis University Incubator for Research, Innovation and Business (SIRIB) Center, one of the country's pioneering technology hubs that fosters innovation and entrepreneurship. Through her vision, innovation, and unwavering commitment to public service, she continues to help shape a livable and future-ready Baguio. 

In recognition of her outstanding contributions to sustainable urban planning, innovation, and public service, we proudly honor Architect Donna R. Tabangin as the 2026 Outstanding Citizen of Baguio Awardee for Professional Service. 

Mrs. Zenaida B. Cating, is a respected entrepreneur, philanthropist, and one of the pioneers of Baguio City's restaurant industry. As the driving force behind the iconic Solibao and Ganza Restaurants, she has spent more than five decades serving quality Filipino cuisine, creating employment, supporting local farmers and suppliers, and contributing to the city's tourism and economic growth. 

Through the indigenous-inspired names of her restaurants and the Cordilleran arts, crafts, and cultural pieces that adorn their interiors, she has helped preserve and promote the rich cultural heritage of the Cordillera. Beyond her business success, she is admired for her quiet generosity, servant leadership, and unwavering support for charitable, civic, and church ministries. Guided by integrity, humility, and compassion, she has touched countless lives through her dedication to community service. 

In recognition of her outstanding contributions to business, tourism, cultural heritage, and community service, we proudly honor Mrs. Zenaida B. Cating as a 2026 Outstanding Citizen of Baguio Awardee for Business and Community Service.
