Malacañang announced that alternative work and class arrangements will continue to be implemented in the National Capital Region (NCR) and 17 other provinces on Wednesday, Aug. 19. 

Under Memorandum Circular No. 129, alternative arrangements in government offices and classes at all levels in public and private schools will continue to be implemented in Metro Manila and in the provinces of Abra, Benguet, Ilocos Sur, La Union, Pangasinan, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Batangas, Cavite, Laguna, Rizal, Occidental Mindoro, and Oriental Mindoro on Wednesday.

The declaration came upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC) and in the anticipation of continued heavy rainfall due to southwest monsoon or "habagat."

"Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes and learnig continuity measures at all levels in public and private schools shall be implemented in the aforementioned areas," the memorandum stated.

However, agencies involved in the delivery of basic services, disaster response, or other vital services shall continue their operations.

The localized cancellation or suspension of classes and government work in other areas "may be implemented by their respected Local Chief Executives," the memorandum added. 

Meanwhile, the suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of the companies. 

Malacañang also suspensed in-person government work and face-to-face classes on Tuesday, Aug. 18.
