The COA’s position—that expenditures for activities like tree planting, wheelchair distribution, and social gatherings do not fall under the purview of confidential fund utilization as defined by Joint Circular No. 2015-01—presents a substantive challenge to the Office of the Vice President (OVP).

Simultaneously, the broader political environment remains charged, highlighted by the Department of Justice’s filing of a grave threats complaint against the vice president regarding a 2024 press conference. While the defense expresses confidence in a dismissal, it adds another layer of complexity to the already high-stakes political landscape surrounding the Vice President.
