CHIBA, Aug. 14 (Jiji Press) -- Heavy rain in Chiba Prefecture, east of Tokyo, left four people dead and another in cardiopulmonary arrest before subsiding in the small hours of Friday, according to the prefectural disaster response headquarters.
The Japan Meteorological Agency downgraded Level 5 emergency heavy rain and landslide warnings issued for many municipalities in Chiba to Level 4 warnings or lower under the five-level alert system at 5:15 a.m. Friday.
The agency continued to urge the public to remain on high alert for landslides, swollen rivers, inundation of low-lying areas and flooding.
In the eastern Kanto-Koshin region, unstable atmospheric conditions and the risk of heavy rain will continue through Saturday morning.
According to the disaster response headquarters, the victims included one person in Ichikawa and two in Sakura. The remaining victim was found in Yachiyo.
One person is unaccounted for in the city of Chiba, while another is in cardiopulmonary arrest in Kashiwa.
As of 6 a.m. Friday, a total of 359 evacuation centers had been set up in the prefecture, with 7,359 people from 3,855 households taking shelter there, according to the headquarters.
Many residents were unable to return home, with about 4,000 people temporarily staying near East Japan Railway Co.'s Soga Station in Chuo Ward in the city of Chiba.
The Ground Self-Defense Force transported them to evacuation centers by bus and other means. About 7,000 people stranded at Narita International Airport in the city of Narita stayed overnight at the facility.
In the prefecture, linear precipitation zones intermittently developed from Thursday evening, and the agency issued record-breaking short-term rainfall information 25 times in total.
In Chuo Ward in the prefectural capital, rainfall reached 115.0 millimeters in an hour through 6:45 p.m. Thursday and 348.0 millimeters in the 12 hours through 1:40 a.m. Friday, both marking records for the area.
The heavy rain was caused by warm, moist air flowing from the southeast around a high-pressure system near the Chishima island chain off Hokkaido, northernmost Japan, colliding with northerly winds.
Cold air aloft also contributed to the formation of cumulonimbus clouds in the area.
The maximum 24-hour rainfall through 6 a.m. Saturday is forecast at 150 millimeters in the southern Kanto region, 120 millimeters in the northern Kanto region and 80 millimeters in the Koshin region.
