Manila clears evacuation centers after week of habagat rains

Manila reported no remaining evacuees after 855 residents from 243 families sought shelter during nearly a week of monsoon rains, as city crews continued clearing flood‑prone areas and maintaining essential services.

The Manila Department of Social Welfare (MDSW) reported that the week-long rainfall also put the city's regular cleanup, waste collection, road-clearing and emergency operations to the test.
Mayor Francisco “Isko Moreno” Domagoso, on Thursday, August 13, credited Manila’s weekly cleanup and declogging activities with helping the city prepare for prolonged rainfall.

Speaking at the groundbreaking of the Pedro Gil Residences hemodialysis center on Aug. 13, Domagoso thanked barangay officials for implementing Executive Order No. 3, which requires regular cleanup and declogging activities.

“You know, I, your mayor, on behalf of the people of Manila, to our barangay officials, thank you very much for heading and implementing Executive Order No. 3 that I have signed last July to clean up our streets, markets, o maglinis tuwing Sabado (or clean every Saturday),” Domagoso said.

Under the order, barangay officials are directed to lead weekly cleanup operations, while the Department of Environment and Public Services (DEPS) and Department of Engineering and Public Works (DEPW) assist in declogging activities across the city's 896 barangays.

“Kung mapapansin ninyo, boring tuwing Sabado na lang linis, kalkal, sipsip, sako, tapon. But as you know, for the past so many rainy seasons, nagdulot ito kahit papaano ng ginhawa sa lungsod ng Maynila (If you notice, it's boring because every Saturday it's just cleaning, digging, suctioning, bagging and throwing things away. But as you know, for so many rainy seasons, this has somehow provided relief to the City of Manila),” he said. 

The city's waste operations also continued despite the prolonged rainfall. DEPS said solid waste collection, the Manila Transfer Station and the San Mateo Sanitary Landfill remained operational throughout the period.

City crews likewise cleared fallen trees and other debris that blocked roads as strong winds and rain affected several areas.

Power disruptions remained limited, with Meralco reporting no major circuit outages in Manila during the monsoon. Isolated household interruptions were recorded after debris fell on power lines.

Domagoso had earlier ordered DEPW to coordinate with Meralco in clearing damaged electrical posts and cables, particularly those that could pose a danger along flooded roads.

He also directed traffic enforcers, engineering personnel and electricity crews to remain deployed despite the bad weather.

“Makikita niyo naman, parang frogman ’yung ating mga traffic enforcer, parang frogman ’yung ating mga taga-DPS, parang frogman ’yung ating mga taga-engineering, ’yung taga-City Electricity (You can see them, our traffic enforcers are like frogmen, as are our DPS personnel, engineering workers and City Electricity personnel),” Domagoso said. 

The city also prepared 165,000 doxycycline capsules for residents who may have been exposed to floodwaters as a precaution against leptospirosis.

The measures came as the enhanced southwest monsoon (habagat) brought several days of persistent rain over Manila and other parts of Metro Manila, triggering flooding and evacuations.

Although the evacuation centers have since emptied, city authorities continue to monitor flood-prone communities and other vulnerable areas as rains persist.
