Education, infrastructure top Marcos' P7.2-trillion 2027 budget priorities

President Marcos is proposing a P7.2-trillion national budget for 2027 that puts education and infrastructure among the administration’s biggest priorities, alongside major allocations for healthcare, social protection, agriculture, labor, and digitalization.

Based on the President’s budget message, education will receive the largest sector-specific investment among the priority programs, with P1.314 trillion proposed for 2027, including P976 billion for the Department of Education (DepEd).

The education allocation will support programs ranging from school feeding and classroom construction to teacher development, digital learning, scholarships, and mental health services, including P11.4 billion for the School-Based Feeding Program and P30.5 billion for the Basic Education Facilities Program.

For higher education, the government is proposing P61 billion for the Universal Access to Quality Tertiary Education Program, while the Bagong Pilipinas Merit Scholarship Program will receive P1.6 billion.

Infrastructure

Infrastructure will receive P1.467 trillion through the Build Better More program, with funds intended for roads, bridges, railways, airports, power facilities, water systems, hospitals, schools, and irrigation projects.

The Department of Public Works and Highways (DPWH) is proposed to receive P644 billion, including P176.6 billion for road network development, P76.5 billion for asset preservation, and P44.4 billion for the Bridge Program.

More allocations

The government is also setting aside P353.8 billion for the Department of Health, PhilHealth, and specialty hospitals, including P3.8 billion for the Cancer Assistance Fund, while the Health Facilities Enhancement Program will receive P14.5 billion.

For social protection, the Department of Social Welfare and Development will receive P241.6 billion, including P99.1 billion in cash assistance for the poorest households and P51.6 billion for the basic and medical needs of 4.2 million indigent senior citizens.

Agriculture will receive P276.6 billion as the administration seeks to improve productivity and advance its goal of achieving zero hunger by 2030, with another P16 billion earmarked for farm-to-market roads and P1 billion for farm-to-market bridges.

The labor sector, meanwhile, will receive P47.7 billion, including P11 billion for the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers program and P21.2 billion for Technical Education and Skills Development Authority programs aimed at preparing workers for emerging industries.

Digitalization is another focus, with P5 billion for the Free Public Internet Access Program, P950 million for the National Government Data Center Infrastructure, and P1.1 billion for the National Broadband Program, whose funding will rise by 69.3 percent from the 2026 allocation.

‘Every peso is an investment’

In his budget message, President Marcos said the spending plan was designed to make government resources directly responsive to the needs of Filipinos, declaring that “Every peso in the proposed FY 2027 National Budget is an investment in the Filipino people and in the nation’s future.”

“Our national budget serves as our moral and economic compass,” he said.

“It must always point toward making life better for our people,” he added, while also directing agencies to focus on measurable outcomes and ensure that “every peso produces meaningful and lasting value."
