DOTr opens bidding for ₱1.2-billion upgrade of two regional airports

The Department of Transportation (DOTr) is planning to spend ₱1.24 billion for the improvement of two regional airports aimed at upgrading capacity in response to increased demand for air travel.
In separate notices on Tuesday, Aug. 11, the DOTr invited firms to participate in the bidding process for airport upgrades in Tacloban and Busuanga, which are pegged at a combined ₱1.24 billion.
The DOTr has allocated ₱841.75 million, or roughly 68 percent of its planned spending, for Daniel Z. Romualdez Airport in Tacloban, which ranks as one of the country’s busiest gateways.
In particular, the DOTr is investing ₱696.25 million for the rehabilitation and improvement of airside facilities at the airport, including the asphalt overlay of the runway and construction of concrete canal covers.
An additional ₱145.50 million has been allocated for the construction of airport building facilities. This project covers the completion of the motorpool and maintenance building, rescue and firefighting facility, materials recovery facility, as well as greening efforts.
The DOTr has been actively working on upgrading Tacloban Airport, especially since it continues to attract high passenger demand as the main gateway to Eastern Visayas.
Data from the Civil Aviation Authority of the Philippines (CAAP) showed that Tacloban carried a total of 1.65 million passengers in 2025, making it the fifth-busiest regional airport that year.
Since upgrades to the airport would directly affect nearby mangroves, the DOTr earlier partnered with the Department of Environment and Natural Resources’ (DENR) Ecosystems Research and Development Bureau (ERDB) to uphold environmental protection.
The DOTr and DENR-ERDB will jointly implement the relocation of mangroves that will be affected by the construction of the shore protection and perimeter road in the vicinity of Daniel Z. Romualdez Airport.
Transportation Undersecretary Jim Sydiongco said the initiative not only complements airport development with environmental sustainability but also reinforces the airport’s safeguards against bird strikes.
Meanwhile, the DOTr will also spend ₱402.55 million for the upgrade of Francisco B. Reyes Airport in Busuanga, which comprises site development and the initial construction of the apron and taxiway.
The project also includes earthworks, such as clearing and grubbing, excavation and disposal, and embankment.
The DOTr is currently working on the new passenger terminal building of Busuanga Airport, which is expected to be completed in May next year.
The planned extension of the runway to 2,100 meters from the current 1,200 meters is expected to enable the airport to handle larger jets, increasing its capacity to accommodate more tourists.
Busuanga Airport is the primary gateway to the popular island destination of Coron. Last year, the airport accommodated some 690,747 passengers, based on CAAP data.
Interested bidders for these airport developments must submit their respective bidding documents to the DOTr until Sept. 2, with a pre-bid conference scheduled for Aug. 19.
The bidding process will be restricted to Filipino citizens or sole proprietorships, as well as cooperatives, partnerships, or organizations that are at least 60 percent Filipino-owned.
Upon the signing of the contracts, the DOTr will give the winning bidders 300 days for the improvement of airside facilities in Tacloban and 510 days for the construction of airport building facilities.
Meanwhile, the DOTr has set a completion target of 22 days for the development project at the airport in Busuanga.
