2027 confidential, intelligence funds lower by 8.8%--DBM

The sought P10.733 billion confidential and intelligence funds (CIFs) under the proposed P7.2-trillion National Expenditure Program (NEP) for 2027 is lower by 8.8 percent compared to the current 2026 budget.
Thus, bared Department of Budget and Management (DBM) Acting Secretary Kim Robert de Leon in a press conference following the ceremonial turnover of the 2027 NEP at the House of Representatives on Tuesday morning, Aug. 11.
"We wish to note that this P10.773 billion in combined [CIFs] is lower from the 2026 GAA level for [CIFs] of P11.818 billion, or lower by 8.8 percent," De Leon said in response to a reporter's query.
The GAA or General Appropriations Act refers to the enacted budget this year, worth P6.793 trillion.
De Leon said the P10.773 billion is broken down into P4.368 billion in confidential funds, P6.405 billion in intelligence funds.
"And we wish to reiterate that the use of confidential and intelligence funds remain subject to existing budgeting, utilization, liquidation, and auditing rules to ensure accountability and that the funds are used solely for their respective services," the DBM chief said.
He said the CIF recipients under the 2027 NEP were comparable to the agencies and departments that received the secret funds this year.
He noted that the Philippine National Police (PNP) had a "slight increase" in proposed CIF under the 2027 spending plan.
"Pero definitely ito po ay mas mababa pa rin doon sa...2026 level ng ating [CIF]," said De Leon.
(But definitely this is still lower than the 2026 level of our [CIF].)
"Tanging yung mga ahensya na legally authorized na magkaroon ng confidential and intelligence functions ang mayroong [CIF] under the 2027 [NEP], he stressed.
(Only agencies legally authorized to have confidential and intelligence functions have [CIF] under the 2027 [NEP].)
