BCDA breaks ground on ₱172-million SCTEX interchange expansion

State-run Bases Conversion and Development Authority (BCDA) is set to begin work on the ₱172-million expansion project of Hacienda Luisita interchange in Subic-Clark-Tarlac Expressway (SCTEX) to provide greater access to key industrial hubs in the area.

BCDA President and Chief Executive Officer (CEO) Joshua Bingcang said the project is set for groundbreaking this week to kick off construction of two vital ramps.

“We will complete the entire interchange because right now only half of it has been completed. You can access the Luisita interchange from Clark, but there is no access from Luisita to Baguio, or from Baguio to Luisita,” Bingcang told a press briefing last week.

The expansion project includes the construction of a 624-meter two-lane access entry ramp and a 242-meter one-lane additional exit ramp bound for Baguio City or Tarlac-Pangasinan-La Union Expressway (TPLEX).

The project also covers the construction of a toll plaza, drainage facilities, slope protection, utilities, streetlights, and other structures.

The second ramp will be a 681-meter two-lane access exit ramp with supporting structures, bound for Clark and onward to Manila.

The project is expected to be completed within 240 calendar days, or around the second quarter of 2027.

BCDA awarded the ₱172-million contract for the project to Pampanga-based contractor Eddmari Construction and Trading.

Completing the entire interchange is expected to ease travel for motorists heading to and from northern Luzon. It is also seen to reduce congestion along MacArthur Highway and adjacent roads in Tarlac province.

Bingcang said the project will also provide direct connectivity to some of the province’s leading industrial hubs and township developments, including Luisita Industrial Park, Central Techno Park, Crescendo Estates, and TARI Estate.

BCDA has allocated around ₱1 billion this year to finance improvement works along the 93.77-kilometer (km) SCTEX.

Earlier this year, Bingcang said BCDA had closed the door on the potential sale of its 50-percent stake in the expressway as it seeks to sustain its revenue stream to fund future developments.

BCDA received a revenue share of around ₱3 billion from SCTEX last year, up 30 percent from ₱2.3 billion in 2024.

Under the current concession agreement for SCTEX, Manuel V. Pangilinan-led Metro Pacific Tollways Corp. (MPTC) and BCDA share gross toll revenues on a 50-50 basis.

SCTEX is operated by MPTC subsidiary NLEX Corp.
