414 areas remain flooded as 'habagat rains' continue, OCD says

Flooding persisted in 414 areas across several regions on Monday, Aug. 10, as the enhanced southwest monsoon (habagat) continued to bring rain, according to the Office of Civil Defense (OCD).
Central Luzon (Region 3) recorded the highest number of flooded areas at 227, followed by Calabarzon (Region 4A) with 88, Ilocos (Region 1) with 65, and Mimaropa (region 4B) with 34.
The Cordillera Administrative Region (CAR) and Western Visayas (Region 6) reported no flooded areas although residents in these areas were affected by habagat rains.
OCD information officer Diego Mariano said local government disaster response teams continued to assist affected communities, including residents who may have become stranded by rising floodwaters.
“As for the flooded areas, there are people who may have been trapped on rooftops. The rescue responders of local government units, particularly those from the local DRRM offices, continue to be deployed,” Mariano said.
The OCD said responders from the Armed Forces of the Philippines (AFP), Philippine Coast Guard (PCG), Bureau of Fire Protection (BFP), and Philippine National Police (PNP) were also on standby to augment local responders if needed.
“They are on standby once the responders already dispatched to their respective local government units are not enough,” Mariano said.
Meanwhile, the OCD recorded power interruptions in 65 cities and municipalities but electricity had been restored in 52 others while 13 others remained without electricity.
Calabarzon accounted for eight areas with ongoing power interruptions, followed by Ilocos Region with four, and CAR with one.
Water supply also remained interrupted in three cities and municipalities. Two were in Calabarzon and one was in Ilocos Region.
Mariano said residents should act early when authorities advise evacuation, particularly as more rain was expected in the coming days.
“From the OCD, our advice to our fellow citizens is to continue to cooperate. Once authorities tell us to evacuate or advise us to prepare, we should follow them to avoid additional casualties,” he said.
He said residents should not wait until floodwaters or landslide risks become immediately life-threatening before leaving their homes.
“This is because people sometimes evacuate only when the ground is already collapsing or when the water is already rising,” Mariano said.
Residents in landslide-prone areas should also monitor changes in their surroundings and the condition of the soil, he said.
“We should stay informed about our surroundings and know what is happening. If our area is landslide-prone, we should be aware if conditions are changing or if the soil has become too saturated,” Mariano said.
“Based on that information, we should prepare and leave or evacuate immediately. This way, we can remain calm and know what to do to survive,” he added.
