The House of Representatives is looking for quality--not quantity--in terms of legislation in the second regular session of the 20th Congress, says Speaker Isabela 6th district Rep. Faustino "Bojie" Dy III.

Dy gave these remarks in a video message less than two weeks after the House resumed its plenary sessions.

"Ang direksyon po natin ay simple: unahin ang mga batas na mararamdaman ng tao. Hindi lamang po tayo tumitingin sa dami ng maipapasang batas, kundi sa kalidad at tunay na pakinabang ng mga ito sa ating mga kababayan," he said.

(Our direction is simple: prioritize laws that people can truly feel. We are not only looking at the number of laws passed, but at their quality and real benefit to our fellow citizens.)

The Partido Federal ng Pilipinas (PFP) stalwart went on to identify the kind of legislation that the House would be targeting to pass.

"Patuloy pa rin po nating bibigyan ng prayoridad ang mga panukalang may direktang epekto sa pang-araw-araw na buhay ng ating mga kababayan," Dy said.

(We will continue to prioritize measures that have a direct impact on the daily lives of our people.)

"Kabilang po rito ang mga panukalang may kaugnayan sa food security, edukasyon, healthcare, digital transformation, public safety, at paglikha ng mas maraming trabaho at oportunidad para sa mga Pilipino," said the House leader.

(This includes proposals related to food security, education, healthcare, digital transformation, public safety, and the creation of more jobs and opportunities for Filipinos.)

Dy said that the key to this was to strengthen the committee system, where all legislative output in the House hinged on.

"Sa Kamara naman po, patuloy nating pinapalakas ang committee system upang mas maging mabilis ngunit masusi ang pagtalakay sa bawat panukala. Mahalaga rin ang maagang konsultasyon sa iba’t ibang sektor upang matugunan agad ang mga isyu bago pa man umabot sa plenaryo.

(In the House, we continue to strengthen the committee system so that each proposal is discussed more quickly yet thoroughly. Early consultation with different sectors is also important to address issues before they reach the plenary.)

"Ang layunin po natin ay hindi lamang mapabilis ang proseso, kundi masiguro ring de-kalidad at maayos ang bawat batas na ating ipinapasa," Dy said.

(Our goal is not only to speed up the process, but also to ensure that every law we pass is of high quality and well-crafted.)

Dy assured his fellow Filipinos that the lower chamber would continue to work.

"Ang mensahe ko po ay simple lamang: tuloy-tuloy ang trabaho ng Kamara (My message is simple: the work of the House continues)."

"Alam po natin na marami pa ring hamon ang kinakaharap ng ating mga kababayan. Kaya ang bawat araw ng sesyon ay pagkakataon upang makapagpasa ng mga batas na makatutulong sa pagpapababa ng gastusin, pagpapalakas ng ekonomiya, paglikha ng trabaho, at pagpapabuti ng mga serbisyong pampubliko," he said.

(We know that our people still face many challenges. That is why every session day is an opportunity to pass laws that help lower expenses, strengthen the economy, create jobs, and improve public services.)
