  • The OCD reported four fatalities while two additional drowning cases logged by the PNP remain under validation to determine if they were caused by the weather disturbances.

More than 132,000 people have been affected by the combined effects of Tropical Cyclones “Maymay” and “Luis,” and enhanced southwest monsoon (habagat) across six regions, the Office of Civil Defense (OCD) said Friday, Aug. 7.
The latest OCD data as of 6 a.m. showed 39,879 families or 132,956 individuals were affected in Ilocos (Region 1), Cagayan Valley (Region 2), Central Luzon (Region 3), Bicol (Region 5), Zamboanga Peninsula (Region (9), and the Cordillera Administrative Region (CAR).
Further, a total of 6,215 people from 2,021 families were displaced and staying in 61 evacuation centers.
The OCD recorded four deaths from the combined weather disturbances. Two people, a 20-year-old man and a 22-year-old woman, died in a rockfall-landslide in Rodriguez, Rizal.
In La Trinidad, Benguet, a landslide buried part of a restaurant kitchen in Barangay Shilan on Aug. 6, killing two cooks. They were identified as Jerry Binay-an Agbuya, 66, and Lemar Gawidan Ciano, 31.
Another cook, Dino Binay-an Agbuya, 55, was injured and brought to Benguet General Hospital.
The figure is lower than the six deaths reported by the Philippine National Police (PNP) but OCD information officer Diego Agustin Mariano said the two drowning incidents reported by the police were still being assessed to determine if they were indeed related to the current weather.
The PNP reported that a 45-year-old man drowned in Luna, La Union while a 54-year-old man drowned in Alaminos, Pangasinan.
“The monitored two other casualties (drowning incidents) that are not yet included in our report are still under validation and verification,” Mariano said.
“If these incidents are indeed caused by the two tropical cyclones and the monsoon, the OCD has a different protocol for reporting casualties from the PNP. If they are verified/validated to be caused by the weather systems, they will be added to our report,” he added.
Meanwhile, no missing person was reported by the OCD.
The weather disturbances also damaged 14 houses, including 13 partially damaged and one totally damaged.
The government has provided P3,595,057 worth of assistance to the affected communities.
PNP heightens visibility in vulnerable areas
As the weather systems continued to threaten communities in Northern Luzon, PNP Chief Police Gen. Jose Melencio C. Nartatez Jr. ordered police units to increase patrols in areas vulnerable to landslides and flooding.
“We will intensify patrols and assist local government units in preemptive evacuations, especially in communities identified as vulnerable to landslides and flooding. Our personnel will remain on the ground to help protect lives, secure affected areas, and support search, rescue, and relief operations,” Nartatez said.
He also directed police commanders to continue public advisories and encourage residents to follow evacuation orders and official weather bulletins.
“I urge everyone to prioritize their safety by following evacuation orders and weather advisories issued by local authorities. No possession is worth risking your life. The PNP is ready to assist communities throughout this period of severe weather,” the PNP chief said.
The PNP said 877 personnel had been deployed for disaster response operations, with another 10,111 officers on standby. Police were also monitoring 3,012 people in 55 evacuation centers.
Maymay weakened from a tropical storm into a tropical depression and eventually low pressure area (LPA).
