Can schools truly be zones of peace when firearms remain within easy reach of children?

Education Secretary Sonny Angara’s call for stronger gun safety following a string of incidents involving learners deserves not only public support but immediate national action. Every child has the right to learn in safety, and that protection cannot begin and end at the school gate.

The recent shooting of a nine-year-old in General Santos City after a handgun accidentally discharged inside a home, the fatal school shooting in Tacloban City, and cases of students bringing firearms to school expose a troubling pattern. These are not disconnected events. Together, they point to gaps in responsible gun ownership, weak firearm safeguards, and a failure to shield children from lethal risks.

The Education czar is correct in stressing that the responsibility for protecting learners is shared by families, schools, communities, and government. Schools can enforce strict security protocols and uphold their zero-tolerance policy against weapons, but they cannot prevent accidents caused by unsecured firearms inside private homes. If gun safety is compromised at home, schools can never become genuine zones of peace.

The government must now move from reminders to sustained action. Law enforcement agencies should strengthen the implementation of firearm laws through more rigorous background checks, regular verification of safe firearm storage among licensed owners, and an intensified campaign against illegal guns. Authorities should also ensure that negligence resulting in minors gaining access to firearms carries meaningful consequences. Public safety depends not only on sound laws but also on consistent enforcement.

Equally important is investing in preventive measures. Schools need stronger guidance and counseling programs, effective threat assessment systems, improved emergency preparedness, and closer coordination with local governments and law enforcement. Safety is not achieved by reacting to tragedy alone but by identifying risks before lives are endangered. A secure learning environment also requires accessible mental health support that helps address behavioral concerns before they escalate into violence.

The private sector should view learner safety as a shared civic responsibility. Businesses can help fund school security improvements, support community-based violence prevention initiatives, and invest in youth development and mental wellness programs. Technology firms can contribute secure reporting platforms that encourage students to report threats confidentially, while media organizations can amplify responsible gun ownership campaigns and promote public awareness about firearm safety.

Parents, however, remain the most important partners in this effort. Firearms should always be securely stored, unloaded when appropriate, and kept beyond the reach of children. Just as important, families should openly discuss the dangers of guns and teach children never to touch a firearm and to immediately alert a trusted adult if they encounter one. Prevention begins with responsible parenting, informed supervision, and constant vigilance.

The vision of learners and schools as zones of peace cannot rest on policy declarations alone. It must be reflected in everyday decisions made inside homes, classrooms, communities, and government offices. A nation that values education must also value the security of every learner.

Secretary Angara has issued a timely challenge. The next chapter depends on collective action. Stronger gun safety, stricter enforcement, responsible firearm ownership, active community participation, and vigilant parenting are no longer optional. They are essential. Every Filipino child deserves to leave home for school—and return home again—with nothing to fear except the challenges of learning itself.
