WALANG PASOK: Palace suspends Aug. 5 gov't work, classes in NCR, 6 provinces due to Maymay, Habagat

Malacañang suspended work in government offices and classes at all levels in Metro Manila and six provinces starting at 3 p.m. Wednesday, Aug. 5, as Tropical Storm Maymay and the enhanced southwest monsoon, or Habagat, continued to bring heavy rains over parts of Luzon.

Under Memorandum Circular No. 121, the suspension covers the National Capital Region (NCR) and the provinces of Abra, Ilocos Sur, La Union, Benguet, Pangasinan, and Zambales upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC).

The circular, signed by Acting Executive Secretary Ralph Recto by authority of President Marcos, cited the forecasted continuous heavy rainfall associated with Maymay and the enhanced Habagat as the reason for the suspension.

Government agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services were directed to continue operations and render necessary services despite the suspension.

Local chief executives in other areas may also implement localized suspensions of classes or government work pursuant to existing laws, rules, and regulations, while the suspension of work in private companies and offices was left to the discretion of their respective heads.

The Palace order took effect immediately.

Meanwhile, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its 2 p.m. bulletin that Maymay had slightly intensified while moving erratically over the sea west of Ilocos Sur.

The center of Maymay was estimated 160 kilometers west-southwest of Sinait, Ilocos Sur, packing maximum sustained winds of 75 kilometers per hour near the center and gustiness of up to 90 kph, while moving northeastward slowly.

PAGASA said Maymay could make landfall over Ilocos Sur or La Union by Wednesday evening or early Thursday before traversing Northern and Central Luzon, and is expected to weaken into a tropical depression Thursday morning and possibly into a low-pressure area later in the day.

Tropical Cyclone Wind Signal No. 2 was raised over Ilocos Sur and portions of La Union, Pangasinan, Abra, Mountain Province, and Benguet, while Signal No. 1 remained in effect over a wider portion of Northern and Central Luzon.

The weather bureau also warned that Maymay and the southwest monsoon would bring strong to gale-force gusts over most of Luzon and the Visayas and several areas in Mindanao on Wednesday, with such conditions expected over most of the country on Thursday and Friday.

In a 2 p.m. heavy rainfall warning, PAGASA placed Metro Manila, Bataan, Cavite, and portions of Zambales, Laguna, Bulacan, Pampanga, Rizal, and Batangas under the yellow warning level due to possible flooding in flood-prone areas.

PAGASA also warned of very rough seas of up to five meters along the seaboards of Ilocos Sur, La Union, and Pangasinan, advising all vessels in these waters to remain in port or seek safe harbor until winds and waves subside.
