Belmonte named nation's Most Trusted, Top‑Performing Mayor

Quezon City Mayor Joy Belmonte has been named the Philippines’ top performing and most trusted mayor after receiving the highest rating in a nationwide assessment of local chief executives by the RPMD Foundation Inc.
Belmonte recorded the highest overall governance rating among city mayors nationwide, earning an Index of Governance (IOG) score of 88.73 percent, consisting of an 88.52-percent trust rating and an 88.94-percent job performance rating.
Under RPMD's qualification standards, only city mayors who rank first in their respective regions are eligible for the national assessment, ensuring that the nationwide recognition is reserved for regional top performers.
RPMD said the evaluation covered executive leadership, fiscal management, social services, public safety, infrastructure development, disaster preparedness and response, environmental governance, digitalization, transparency, accountability, and responsiveness to constituents.
The foundation said Belmonte's ratings were based on the assessment of Quezon City residents who directly experience the local government's programs, policies, and public services.
It said the results reflected public confidence in Belmonte's leadership, citing her administration's efforts to promote transparent and participatory governance, strengthen social protection, expand digital public services, and advance inclusive and climate-resilient development.
Belmonte received the "Eternal Flame" Trophy, a collaboration between RPMD and internationally renowned Filipino sculptor Michael Cacnio.
RPMD said the trophy symbolizes proven leadership, enduring public trust, and a lasting legacy of public service, with the eternal flame representing leadership that strengthens institutions, transforms communities, and improves lives beyond a single term.
RPMD Global Affairs and Political Analyst Dr. Paul Martinez said the honor underscores two generations of public service that have driven Quezon City’s progress.
He said public trust cannot be inherited through a family name, political office, or historical legacy but must be earned through integrity, consistency, and results experienced by the public.
Martinez added that Belmonte's ratings came directly from the constituents she serves, making the recognition a reflection of the public's assessment of her leadership and performance.
The foundation also recognized the Belmonte family's contribution to public service in Quezon City, noting that former House Speaker and former Quezon City mayor Feliciano "Sonny" Belmonte Jr. helped lay the foundation for the city's continued development.
It added that Mayor Belmonte has built her own legacy through governance reforms and initiatives that address the evolving needs of Quezon City residents.
The latest distinction marked Belmonte's third national recognition from RPMD, following two previous national awards for sustained governance performance and public trust.
RPMD, together with its media partners iSTORYA! News and 1NewsPh, presented the recognition in honor of Belmonte's commitment to transparent, accountable, inclusive, and people-centered governance.
