20 DPWH personnel, private individuals face cases over 'anomalous' flood control projects in Cebu

Twenty officials and personnel of the Department of Public Works and Highways (DPWH) in Cebu are facing multiple criminal cases in connection with two alleged anomalous flood control projects in the province, the Department of Justice (DOJ) confirmed on Tuesday, August 4.
DOJ spokesperson Polo Martinez said the respondents also include private individuals who were accused of rigging the bidding and implementation of two flood control projects in Barangay Singing in Balamban town with officials and personnel of the DPWH 3rd District Engineering Office of Cebu.
The two separate cases were filed by the National Bureau of Investigation involving the same 20 persons for seven cases that included illegal use of funds and property, malversation of public funds, perjury, falsification of public documents and violation of procurement law.
“The Department wishes to stress that these are complaints for the purposes of preliminary investigation only. No conclusive findings has been made yet,” said Martinez in a press briefing.
“We would like to remind the public that the complaints form part of the broader inqury into flood control anomalies in the country,” he added.
It was the NBI which conducted the investigation into two alleged anomalous flood control projects, including the gathering of pieces of evidence.
Martinez said the cases filed are part of the ongoing investigation into all the anomalous flood control projects in the country since President Marcos exposed the modus operandi in his State of the Nation Address (SONA) last year.
Several top officials of the DPWH, including Manuel Bonoan and Roberto Bernardo, were implicated in the alleged flood control anomaly. Several DPWH personnel in Bulacan were also charged, some of them returned their kickbacks.
Last week, the DOJ said a total of P841 million in flood control kickbacks were already returned.
At least three senators were investigated for flood control, one of them, Sen. JInggoy Estrada is already in jail.
Martinez said all those charged will be given the opportunity to dispute the allegations as part of the due process.
