Over 6,300 families affected as 'Luis' threatens Luzon – OCD

Tropical Depression Luis has affected more than 6,300 families and disrupted sea travel in several areas even as state weather forecasters warned that the cyclone could still make landfall or pass close to Northern Luzon by Monday night, Aug. 3, or early Tuesday, Aug. 4.
The Office of Civil Defense (OCD) said in its 6 a.m. situation report that 6,316 families were affected in Bicol (Region 5), Zamboanga Peninsula (Region 9), and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The agency also reported no deaths, injuries, or missing persons as of the latest assessment.
Seven flooded areas remained under monitoring in Region 9 and BARMM while data on damaged houses and evacuation centers were still unavailable.
The weather disturbance also affected sea travel as the OCD said nine trips were cancelled in Calabarzon (Region 4A) and Region 5, leaving 477 passengers, 47 rolling cargoes, and five vessels stranded.
Meanwhile, the Philippine Coast Guard (PCG) reported that from midnight to 4 a.m. Monday, it monitored three ports affected with 491 passengers, truck drivers, cargo helpers, 45 rolling cargoes and five vessels stranded due to Luis.
The stranded passengers were monitored at Real Port and Jomalig Port in Quezon, and Tabaco Port in Albay. No motorbancas were reported taking shelter.
By noon, however, conditions had improved as the PCG Command Center said it monitored “no stranded passengers, vessels, rolling cargoes, and motorbancas in all ports nationwide.”
It added that “all shipping and fishing operations have resumed their normal operations.”
For its part, a total of P280,500 worth of assistance has been released to affected residents in Bicol by the Department of Social Welfare and Development (DSWD).
Earlier, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) warned that Luis continued moving toward Northern Luzon.
In its latest tropical cyclone bulletin, PAGASA said Luis will “move generally northwestward and may make landfall or pass close to Northern Luzon tonight or tomorrow (04 August) early morning.”
As of the latest advisory, the center of Luis was estimated over the coastal waters of Palanan, Isabela while moving north northwest at 15 kilometers per hour with maximum sustained winds of 45 kilometers per hour and gusts of up to 60 kilometers per hour.
PAGASA maintained Wind Signal No. 1 over affected areas and warned that the southwest monsoon and the cyclone's circulation could bring strong to gale-force gusts across most of Luzon and the Visayas through Tuesday.
Mariners of motorbancas and similarly sized vessels were also advised to take precautionary measures and, if possible, avoid going out to sea in areas with moderate sea conditions.
