'Luis' may make landfall or pass close to Northern Luzon — PAGASA

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Monday, Aug. 3, said Tropical Depression Luis may make landfall or pass close to Northern Luzon late Monday evening or early Tuesday morning, Aug. 4.
As of 7 a.m. Monday, the center of Luis was estimated at 135 kilometers east of Casiguran, Aurora, with maximum sustained winds of 55 kilometers per hour (kph) near the center and gustiness of up to 70 kph.
It was moving northward slowly.
PAGASA said Luis is expected to move generally northwestward before making landfall or passing close to Northern Luzon Monday evening or early Tuesday morning.
Afterward, the tropical depression is forecast to sharply turn east-northeastward as it moves away from the Philippine landmass.
“The forecast track is highly uncertain and may [still] change in the succeeding bulletins,” PAGASA said.
It added that Luis is expected to remain a tropical depression for most of the forecast period and may weaken into a remnant low by Wednesday, Aug. 5, before being fully assimilated into the circulation of a typhoon with the international name “Dolphin.”
Earlier, PAGASA said Luis could intensify into a tropical storm.
Strong winds, heavy rainfall
As of 8 a.m., Tropical Cyclone Wind Signal No. 1 is hoisted over the central and eastern portions of Cagayan (Enrile, Tuguegarao City, Peñablanca, Piat, Santo Niño, Camalaniugan, Tuao, Lal-Lo, Gonzaga, Alcala, Amulung, Santa Teresita, Baggao, Buguey, Solana, Rizal, Santa Ana, Gattaran, Iguig, Lasam, Aparri, Ballesteros, Abulug, Allacapan, Pamplona), Isabela, Quirino, the eastern and southern portions of Apayao (Flora, Santa Marcela, Conner, Pudtol, Luna), the eastern portion of Kalinga (City of Tabuk, Tanudan, Pinukpuk, Rizal), the eastern portion of Mountain Province (Paracelis, Natonin), the eastern portion of Ifugao (Aguinaldo, Alfonso Lista), and the northern portion of Aurora (Dinalungan, Casiguran, Dilasag, Dipaculao, Baler).
Minimal to minor impacts from strong winds are possible in areas under Wind Signal No. 1.
PAGASA warned that Luis is also expected to bring heavy to intense rains of 100 to 200 millimeters on Monday over La Union, Pangasinan, Zambales, and Bataan.
Moderate to heavy rains of 50 to 100 millimeters may affect Benguet, Ifugao, Mountain Province, Kalinga, Nueva Vizcaya, Quirino, Tarlac, Nueva Ecija, Bulacan, and Pampanga.
The rest of Luzon, Antique, Iloilo, Guimaras, and Negros Occidental, may experience scattered light to moderate rains due to Luis and the enhanced southwest monsoon or “habagat.”
On Tuesday, heavy to intense rainfall may continue over La Union, Pangasinan, Zambales, and Bataan, while moderate to heavy rains may extend to Metro Manila, Ilocos Sur, Benguet, Nueva Vizcaya, Quirino, Aurora, Nueva Ecija, Bulacan, Tarlac, Pampanga, Cavite, Batangas, Rizal, and Occidental Mindoro.
By Wednesday, the enhanced habagat may bring heavy to intense rainfall over Zambales, Bataan, and Occidental Mindoro.
Moderate to heavy rains may persist over Metro Manila, La Union, Pangasinan, Benguet, Nueva Ecija, Tarlac, Pampanga, Bulacan, Cavite, Laguna, Batangas, Rizal, and Antique.
Typhoon-enhanced ‘habagat’
Meanwhile, Typhoon Dolphin remained outside the Philippine Area of Responsibility (PAR) as of 3 a.m. Monday.
Its center was located 2,850 kilometers east-northeast of extreme Northern Luzon, with maximum sustained winds of 155 kph and gustiness of up to 190 kph. It was moving west-northwestward at 25 kph.
PAGASA said Dolphin may not enter the Philippine Area of Responsibility if it maintains its forecast track, although it may graze the northeastern boundary of the PAR.
While rains brought by Luis may ease by Tuesday, Typhoon Dolphin may further enhance the habagat, bringing more rains over parts of the country through the weekend.
