Made in Santa Rosa: Laguna factory selected for Mitsubishi's next-gen hybrid car production

Japanese automotive giant Mitsubishi Motors Corp. (MMC) will soon manufacture hybrid electric vehicles (HEVs) in the country following the launch of a new program that offers incentives totaling ₱60 billion to participating companies.
In a statement, the automotive firm said its plan to produce HEVs locally is now moving forward after the government established the EV Incentive Strategy (EVIS) program under Executive Order (EO) No. 121.
Backed by MMC’s ₱7-billion investment commitment in the country, Mitsubishi Motors Philippines Corp. (MMPC) said it will participate in the EVIS to move forward with its plan.
“We are ready to support the government’s vision through the local production of HEVs, further enhancing the country’s manufacturing capabilities and competitiveness,” said MMPC Chairman Noriaki Hirakata.
Earlier, MMPC said it will produce a new HEV model at its plant in Santa Rosa City in Laguna by the middle of 2028, pending the approval of its EVIS application.
Under EO No. 121, signed on July 29, the government has implemented the EVIS to promote the domestic manufacturing of EVs and develop the country into an automotive manufacturing hub.
The program aims to narrow the cost gap between EVs and traditional fuel-powered vehicles, encouraging Filipinos to transition to electrified vehicles.
Automotive manufacturers may register up to two EV models under the EVIS through fixed investment support (FIS) and production volume incentives (PVI).
The FIS subsidizes a specific portion of a company’s capital expenditures for manufacturing an EV model, while the PVI grants incentives of up to 12 percent of the ex-factory price, capped at ₱200,000 per unit.
The EVIS has a maximum incentive ceiling of ₱60 billion, with each enrolled EV model eligible to receive up to ₱15 billion.
These incentives are in the form of tax payment certificates, which may be used to settle national taxes and import duties.
Through this program, MMPC said the government is taking a major step toward strengthening local automotive manufacturing and supporting the growth of the automotive industry.
The company said its planned local production of HEVs marks a new chapter in its long-standing commitment to advancing the development of the country’s automotive supply chain.
“Through this investment, we look forward to creating greater value for the Philippine economy, supporting the country’s sustainability objectives, generating opportunities across the automotive ecosystem, and contributing to the continued growth of local vehicle manufacturing,” Hirakata said.
MMPC previously participated in the government’s Comprehensive Automotive Resurgence Strategy (CARS), which offered incentives to encourage local vehicle manufacturing.
The automotive firm enrolled its Mirage model in the CARS program, which had a total budget of ₱27 billion.
