Malabon's gains highlighted in Mayor Sandoval's 4th SOCA

Malabon City Mayor Jeannie Sandoval, in her fourth State of the City Address (SOCA), said the local government’s programs are now yielding results, citing progress in economic development, jobs, education, housing, disaster resilience, public health, digital governance, and social protection.

Sandoval delivered the address at the Malabon Sports Center on Wednesday, July 29, under the theme “Mas Bughaw at Matatag na Malabon: Pinalawak na Oportunidad, Pinabilis na Pag-unlad.”
“Sa ikaapat na taon ng ating panunungkulan, malinaw na ang ating direksiyon. Ang pundasyong ating inilatag ay matibay. Ang mga programang ating sinimulan ay nagbubunga na. At ang mga proyektong ating isinusulong ngayon ay magbubukas ng mas maraming pagkakataon para sa mga susunod pang taon (In the fourth year of our administration, our direction is clear. The foundation we laid is strong. The programs we started are now bearing fruit, and the projects we are pursuing will open more opportunities in the years ahead),” Sandoval said.
She added that the city government is not starting over, but is strengthening existing programs, expanding services that have proven effective, and raising the standard of public service so more Malabueños can benefit.
Sandoval said the city’s Lucky 9-Point Agenda continues to guide programs meant to expand opportunities and improve services for residents.
Under its economic programs, the city government supported 49 micro, small, and medium enterprises through trade fairs and the Malabon Pasalubong Center, generating P1.285 million in sales.
The city also recorded a 19.64 percent increase in registered businesses from 2023 to 2026 and maintained 7,104 active business permits.
Sandoval said the city generated 26,306 job vacancies and facilitated on-the-spot hiring for 727 applicants through employment programs.
In education, the City of Malabon University attained Full Institutional Recognition from the Commission on Higher Education, allowing more than 5,900 students to benefit from free college education.
The university also produced 180 new licensed professionals.
On housing and resilience, the city government relocated 798 families to permanent housing while continuing housing development, drainage improvements, pumping station projects, waterway clearing, waste management, and clean-up operations across barangays.
The city also expanded animal welfare and public health services, including more than 1,100 anti-rabies vaccinations for dogs and treatment for over 8,300 residents through the Animal Bite Treatment Center.
Under SMART City Malabon, the city continued online business permitting, disaster preparedness initiatives, emergency response improvements, hybrid solar streetlight installations, and key development plans.
Healthcare and social protection services were also strengthened through medical missions, surgeries, new health facilities, preventive healthcare programs, free medicines, the Malabon Ahon Blue Card, rice and cash assistance, emergency and medical assistance, educational support, and support for solo parents, senior citizens, persons with disabilities, and other vulnerable sectors.
Sandoval said that the accomplishments presented in her fourth SOCA reflect the city government’s commitment to inclusive growth, responsive governance, and sustainable development for a stronger and more opportunity-filled Malabon.
