DOH taps former health secretaries to help accelerate UHC implementation

The Department of Health (DOH) on Wednesday, July 29, said five former health secretaries will advise the agency on the implementation of the Universal Health Care Act and help address issues affecting the delivery of health services.
In a statement, Health Secretary Jose S. Pujalte Jr. said the newly-formed Council of Experts would draw on the experience and institutional knowledge of former health leaders as the country works to advance universal health care.
“As we move forward with the implementation of the Universal Health Care Act, it is important that we draw from the wisdom, experience, and institutional memory of those who have helped shape our health system over the years,” Pujalte said.
“The Council of Experts will help ensure that our reforms are anchored on continuity, good governance, and a clearer and more tangible impact on the lives of Filipinos,” he added.
The council is composed of former Health Secretaries Esperanza Cabral, Manuel “Manolet” Dayrit, Jaime Galvez Tan, Janette Garin, and Carmencita “Chit” Noriega-Reodica.
The DOH said the council would provide strategic advice on major health priorities, particularly the implementation of the UHC Act.
It would also help the department identify bottlenecks and strengthen the delivery of health reforms to households and communities.
The council is also expected to advise the DOH on health sector priorities in line with those outlined in President Ferdinand Marcos Jr.’s latest State of the Nation Address.
“The establishment of the Council underscores the Department’s recognition that health reform is strengthened when leadership is guided by experience, informed by institutional memory, and sustained by a shared commitment to the public good,” Pujalte said.
“Through this initiative, the DOH reaffirms its resolve to pursue a health system that is more responsive, more equitable, and more resilient for every Filipino,” he added.
