DAVAO CITY – A Davao City councilor proposed on Monday, July 27, an ordinance seeking to improve public awareness, healthcare access, and workplace support for women undergoing perimenopause and menopause.
Councilor Pamela Librado-Morata introduced the Davao City Menopause and Perimenopause Awareness, Services, and Support Ordinance of 2026 during a privilege speech at the Sangguniang Panlungsod here.
Morata, chairwoman of the Committees on Civil, Political, and Human Rights, and Labor and Employment, said menopause remains rarely discussed despite being a normal biological transition experienced by women.
"It is a must to talk about this openly to break the taboo," Morata said, stressing that menopause is not a disease and women need support from their families, communities, workplaces, and the government.
The proposed measure aims to raise awareness, improve access to health services, support women in the workplace, and encourage communities to create more supportive environments for aging women.
Morata explained the three stages of the transition. She said perimenopause generally begins in a woman's 40s as hormone levels fluctuate and menstrual cycles become irregular.
The councilor also said menopause is reached after 12 months without a period, usually around age 51. Postmenopause follows, when women should continue monitoring their bone and heart health.
"Women should not be expected to manage symptoms such as sleep problems, anxiety, and weight changes without adequate support," she said. "By breaking the taboo, we help women age with power and grace."
Morata urged fellow councilors to support the proposed ordinance, emphasizing that greater awareness could help women navigate menopause without stigma.
