As the global discourse on Artificial Intelligence (AI) shifts from principles and frameworks to increasingly granular governance controls, the Philippines is positioning itself as more than merely a consumerist state in AI. In response to shifting global AI value chains, Philippine government agencies, in lockstep with academic institutions and the private sector, have launched several multi-pronged strategies to transform the Pearl of the Orient Seas into a regional hub for AI and data governance.
Thus, a new narrative has emerged—AI centers are on the rise. These AI centers are designed to bridge the gap between innovation, regulation, and the Quality of life (QoL) of everyday Filipinos. They represent a strategic pivot toward deeper, more connected intelligence, more efficient systems, national digital independence, and industry-ready applications.
However, the emergence of localized, specialized AI centers, as well as AI-driven data centers, raises two critical tensions. Will investments in these centers improve the QoL of everyday Filipinos? How will these centers make us more digitally independent despite outdated legislative frameworks?
This institutional surge is not merely about computational power; it is about creating a structured environment for responsible AI and advancing discourse on how these centers can improve AI as a force for development, competitiveness, and national progress.
Defining the ecosystem
AI infrastructure in the Philippines is fairly new and takes shape through both public and private sector investments. From these investments arise both AI centers and AI data centers, which are two distinct but interdependent layers of the Philippines’s national digital strategy.
AI centers are institutional, academic, or policy-driven hubs dedicated to AI development, including researchers, data scientists, engineers, software developers, algorithmic researchers, business operations, and AI strategy. Within the bigger AI tech stack, they are the software, brains, and policy engines. Whereas AI data centers are specialized facilities built to house high-density graphics processing units (GPUs), cooling systems, and large energy grids required to train and run AI models. Essentially, while an AI center creates the model and policy, the AI data center provides the muscle required to run them. In terms of the AI tech stack, AI data centers represent compute, or computational resources.
Although distinct, AI centers and AI data centers are complementary. A country that only establishes AI data centers risks becoming merely a host of compute infrastructure, while a country that only invests in AI centers may struggle to transform innovation into scalable applications.
The institutional anchors
At the heart of this movement today is the National AI Center for Research and Innovation (NAICRI), launched by the Department of Science and Technology (DOST) in February 2026. The NAICRI serves as the Philippines’s central, physical, and intellectual anchor for national AI strategy, with its primary mission to position AI as national infrastructure that is accessible nationwide. Its core feature is recognizing AI’s integration into critical systems that require robust oversight, like health, transportation, finance, and public administration.
Complementing this are the Center for AI Research (CAIR) of the Department of Trade and Industry (DTI) and the Education Center for AI Research (E-CAIR) of the Department of Education (DepEd).
Launched in 2024, CAIR was established to use the potential of AI to address societal and industrial changes, further economic growth, and promote inclusive development. It focuses on high-level application of AI for regional concerns specific to the Philippines. E-CAIR, on the other hand, launched in 2025, was established as the pioneering hub for AI research in education in the Philippines. It has a dual mission: to integrate AI into the curriculum to modernize the education sector; and to personalize learning for Filipino students in remote areas to ensure they gain access to quality, technology-driven learning that meets global standards.
However, the rollout of state-backed AI centers raises a critical question: may a nation truly build digital independence if its laws are still developing? By incorporating AI research into public administration, healthcare, and rural classrooms, these AI centers seek to create a direct beneficial impact upon their intended stakeholders. They can act as a policy defense against sectoral isolation. Still, successful outcomes will depend on society-wide adoption and diffusion, as well as how well rules and frameworks are able to propagate and accelerate the benefits of AI centers across vast private and social networks.
The academic and scientific foundations
While government initiatives seek to develop frameworks and rules that encourage responsible AI use, Philippine academic institutions are vital pillars that must be strengthened to advance the country’s AI ecosystem. A forerunner is the University of the Philippines (UP) Intelligence System Center (ISC), the university’s primary transdisciplinary hub for AI. The UP ISC was established to centralize UP’s expertise in navigating the “convergence of the virtual and physical worlds,” intertwining high-level academic research with real-world socio-economic applications, with a focus on AI, data science, and complexity science.
To further diversity in the AI academic space, the Neurorobotics Technology Center (NeuroTech) of the De La Salle University Institute of Biomedical Engineering and Health Technologies (DLSU-IBEHT), supported by DOST’s Philippine Council for Health and Research and Development (PCHRD), was established to modernize Philippine healthcare through integrating neuroscience, robotics, and AI, to assist in the rehabilitation of Filipino patients who possess physical and cognitive disabilities.
Further south, in Cagayan de Oro, bridging the digital divide between archipelagos is the Center for AI (CAI) of the University of Science and Technology of Southern Philippines (USTP). The CAI ensures that AI education is not confined to the megalopolis of Manila and seeks to cater to the specific needs of Mindanao's growing industries.
Geographic and functional variation across the academe can serve as a baseline for building truly democratic digital ecosystems. Institutions such as CAI are helping to develop localized AI solutions that are actively preventing the concentration of advanced computing wealth within Metro Manila; specialized research initiatives such as DSLU's biomedical integration focus on measuring the impact of AI infrastructure in terms of uplifting the QoL of Filipinos. This said, while academic excellence and research are key to AI national development, research must be matched with the provision of economic infrastructure.
The economic engines
Recognizing the need to establish critical linkages between innovation and investment, the DTI established the Artificial Intelligence and Startup Center (AISC). It serves as a sandbox for entrepreneurs, providing access to high-performance computing resources and mentorship to help local AI solutions scale from proof of concept to market-ready products.
While AISC promotes domestic innovation at a micro level, scaling localized solutions requires the Philippines to consider macro global technology alliances. The Philippines recently signed the Pax Silica Project, a United States-led coalition that aims to secure global supply chains for AI. As of June 2026, more than fifty (50) companies intend to invest in the first Pax Silica Project site located in New Clark City in Tarlac.
Economic initiatives supporting AI research have the potential to democratize innovation for everyday Filipinos. It is hoped that trade and investment will lower the barrier to entry for ordinary citizens, transforming business concepts into market-ready ventures.
The cross-sector collaboration
The rise of AI centers in the Philippines is fueled by the private sector’s collective commitment to mutual progress.
At the forefront is Go Digital Philippines (GDP), a private-sector-led movement launched in early 2023 that champions the country’s digital transformation. GDP serves as an enabling partner, aligning private -sector capabilities with government priorities through working groups, policy recommendations, and strategic partnerships.
Working in tandem with GDP is the Private Sector Advisory Council (PSAC) Digital Infrastructure (DI) arm, in close partnership with the Philippine government to bridge the digital divide and foster an inclusive digital economy. Established in July 2022, this body provides the government with technical expertise and private-sector perspectives on the country’s digital transformation.
In a significant milestone, both GDP and PSAC-DI formalized a strategic partnership with the ASEAN Business Advisory Council (ASEAN-BAC) through a signed Memorandum of Understanding, establishing a cooperative framework focused on digital infrastructure, artificial intelligence, and digital inclusion for policy discussions and stakeholder engagements.
This policy collaboration ensures that our digital roadmaps remain inclusive and legally sound. However, frameworks and advisory councils are effective only if physical infrastructure is developed to support their initiatives. For these frameworks to genuinely improve the QoL for Filipinos, the architectural layout must be fit for purpose and stand up to complex AI workloads - thus, the rise of specialized AI data centers.
AI data centers
VITRO Sta. Rosa (VSR) is one of the earliest AI-ready hyperscale data centers in the Philippines. Launched in April 2025, VSR was developed by VITRO Inc., a subsidiary of ePLDT and the data center arm of PLDT. Following this momentum, global infrastructure giants have entered the domestic market. Equinix established Manila Data Centers that cater to AI use and development, providing AI assistance through their products/services, Equinix Fabric and the Fabric Cloud Router, which provide AI-ready infrastructure to support digital transformation. Another AI Data Center is the Converge ICT Angeles Data Center, established in March 2026. Converge’s data center focuses on sovereign cloud platforms, which are infrastructure designed to store and process data within national or regional legal jurisdictions, enabling AI systems to comply with local laws.
Looking ahead
What is the aim of establishing AI centers and AI data centers? Given prospective demand for AI, the Philippines must revisit and upgrade legacy networks. Fueling an AI boom requires a powerful digital and computational infrastructure to support national ambitions. The rise of AI centers in the Philippines is more than a tech trend. More importantly, it signals a fundamental reorientation of the Philippine digital economy, laying the foundation for the country to become a globally respected center for AI research, responsible adoption, and forward-looking governance. But the deployment of AI centers requires a dual approach, i.e., as the public and private sectors scale up digital capacity, legal and regulatory frameworks governing them must race ahead with equal speed, while ensuring at all times that our AI centers can strengthen national digital independence and directly improve the QoL for everyday Filipinos.
