GSIS launches zero-interest HMO financing for 214,000 government workers

The Government Service Insurance System (GSIS) signed an agreement with Maxicare Healthcare Corp. to launch G-HEALTH, a program offering zero-interest financing for health and hospitalization insurance to government employees.
In a statement, GSIS said the initiative allows public sector workers to finance health maintenance organization (HMO) coverage through a 12-month, zero-percent interest loan scheme.
The program is designed to help state workers maximize the medical allowance granted under Executive Orders Nos. 64 and 95 by eliminating the burden of paying annual insurance premiums in a single lump sum.
Under the framework, members can browse, compare, and select health insurance packages from accredited providers through the GSIS Touch mobile application. Once a member selects a plan, the pension fund pays the provider directly and converts the premium into an interest-free loan spread across 12 monthly installments.
GSIS President and General Manager Wick Veloso said the agreement with Maxicare is the first in a series of partnerships. Additional deals with other health insurance providers are scheduled to be finalized soon to offer members a broader selection of plans tailored to their medical needs and financial capacity.
Quality healthcare must be within reach for every government employee, Veloso said, adding that the installment model allows workers to optimize their allocated medical allowances without sacrificing liquidity.
The initial rollout will target roughly 214,000 regular GSIS members, who will also have the option to enroll qualified dependents under their selected coverage.
The state pension fund emphasized its role in the program is strictly administrative and financial. GSIS acts as a financing intermediary, while the participating health maintenance organizations retain full responsibility for delivering medical services, managing coverage, and processing claims.
G-HEALTH expands the fund’s umbrella of “Ginhawa” programs, a series of member-focused initiatives aimed at enhancing the financial security, social protection, and overall welfare of civil servants and their families.
