The Philippines has officially cemented its global reputation as the ultimate home for foreign retirees. The country claimed the No. 1 spot in the Retirement Abroad Index 2026, published by international health insurance specialist Expatriate Group. This global milestone follows the recognition as the Best Retirement Destination in Asia at the 2025 TripZilla Excellence Awards, formally presented to the Philippine Retirement Authority (PRA) in December last year.
The index evaluated 20 countries, and the country scored high across five key areas:
Exceptional affordability. A retired couple can typically live comfortably on about £750 to £1,000 per month (roughly ₱47,000 to ₱63,000). Compared to Metro Manila, costs are even lower in regional and coastal areas.
English proficiency and community. The widespread use of the English language makes it easy for retirees to integrate into local communities and navigate daily life.
High-quality private healthcare. The country offers excellent private medical care, though experts note there can be a gap between urban and rural medical facilities.
Accessible retirement visa. Managed by the PRA, the Special Resident Retiree's Visa (SRRV) program stands out as one of the world's most accessible retirement visas.

Best options for retirement
According to the Department of Tourism, the Philippines hosts more than 83,000 SRRV holders as of 2025. The foreign retirees come from 150 countries, with China leading the list, followed by South Korea, India, the United States, and Taiwan.
Zozobrado said that foreign retirees tend to select residences near medical facilities, shopping malls, and those with golf courses. As for location, most retirees choose to reside in Metro Manila, parts of Central Visayas, particularly Cebu, and parts of Central Luzon, he added.
The capital region appeals to retirees who prioritize world-class healthcare, international airports, luxury high-rise condominium living, and modern commercial hubs. Meanwhile, Cebu offers a blend of urban convenience and beachside living, with top-tier medical facilities, an international airport, and a vibrant expat scene without Manila's heavy density. Urban centers in Central Luzon provide a modern lifestyle, health facilities, and access to retail and recreational hubs.

Investing in real estate
There are several SRRV options that active retirees may choose from. Under the SRRV Classic option, retirees can convert their visa deposit into an active real estate investment. While foreign nationals generally cannot own land directly, they can use these funds to purchase ready-for-occupancy (RFO) or pre-selling condominium units or avail themselves of long-term leases on townhouses, houses, and lots.
