Building our own Philippine Moonshot

Not too long ago, a China-based AI innovation, DeepSeek, ruffled the golden feathers of Western tech companies when it demonstrated performance almost on par with top US models at a tiny fraction of the cost.
And today, another Chinese breakthrough is poised to challenge the dominance of Western AI giants by introducing an innovation intended to provide open access to top-tier AI capabilities while shifting the industry away from exclusive, paid, closed-source subscription models. This has the potential to significantly impact the profit models of the current market leaders.
Founder Yang Zhilin's journey offers critical insights for developing nations trying to build sovereign technology capability.
For the Philippines, a country long affected by "brain drain" and heavy reliance on overseas talent export and technology dependency, Yang’s story highlights how talent, capital, and ambition must converge to turn a consumer economy into a tech producer. He rejected high-paying foreign tech offers after his PhD at Carnegie Mellon to return home and found Moonshot AI, the startup behind the breakthrough language model, Kimi.
Yang’s decision to reject foreign employment was not born out of blind sentimentality. It was a calculated move made possible by an ecosystem engineered to turn returning talent into sovereign technology builders. If the Philippines ever hopes to transition from an exporter of human labor to an owner of high-tech intellectual property, it must examine the structural elements that made Yang’s leap possible.
For many years, I have looked at China’s startup ecosystem with interest. Yes, at its start, everything was planned and funded by the state, but today, it is the engine behind Yang’s great leap. His return highlights a fundamental truth: talent only stays or returns when local infrastructure allows it to build at a global scale.
Unlike typical startup markets that prioritize quick consumer apps, Chinese venture capital—backed by giants like Alibaba and prominent VC funds—is willing to dump money into high-risk, capital-intensive foundational research.
China’s academic-industry innovation pipelines are very robust. Yang’s intellectual roots were nurtured in local universities before he left for the US. Upon his return, institutions like the Beijing Academy of Artificial Intelligence (BAAI) served as launchpads, connecting academic breakthroughs directly to commercial ventures.
Philippine universities must strengthen their STEM research pipelines and act as true incubators. Commercialization offices need to make it effortless for students and faculty to turn school-based projects into fundable corporations without drowning in academic bureaucracy.
Finally, rather than settling for dependence on foreign technology, China’s ecosystem actively encourages founders to own core architectures. This ecosystem rewarded Moonshot AI for tackling a hard, fundamental engineering challenge—handling ultra-long context windows—rather than simply building a localized interface on top of Western APIs.
The Philippines cannot replicate China’s innovation ecosystem and domestic market overnight, but it can absorb critical lessons on how to reshape its own innovation trajectory. Programs like the Department of Science and Technology’s (DOST) Balik Scientist Program are important initial steps in enticing foreign-trained Filipino researchers back home. However, offering short-term grants or asking scientists to return out of patriotic duty is insufficient. They need stronger funding, lower bureaucratic hurdles, and direct bridges into high-equity venture creation.
Yang did not return to China just to work a standard job; he returned to build a high-valuation company. He was able to show how his idea is going to change the world to get the backing of state, private, and venture capital. Without massive domestic or regional venture capital willing to fund high-risk "deep tech," returning talent will inevitably leave again.
Filipino venture capital is historically risk-averse, largely concentrating on e-commerce, fintech, or logistics wrappers. To foster high-impact innovation, government funding mechanisms (like the Innovation Fund) and private investors must form consortiums specifically designed to absorb the risk of deep-tech startups. Without capital willing to fund fundamental science and long-term R&D, top Filipino engineers will continue seeking research labs abroad.
The Philippine tech economy has long relied on the BPO industry. While outsourcing provides millions of jobs, it keeps the nation at the execution layer of foreign innovation. Yang Zhilin chose to compete at the technological frontier rather than provide services for it. The Philippines must incentivize local companies and research institutions to focus on original intellectual property and move from just being digital consumers to tech shapers.
Yang says that he did not want to look back and regret not taking the risk to build something of his own. The usual Filipino mindset often has been programmed to encourage high-achieving graduates to seek stable employment or foreign employment. Re-framing this national narrative to celebrate technical founder risk-taking—and providing the safety net to fail—is vital for inspiring the next generation of Filipino tech founders.
Yang Zhilin’s choice proves that top-tier innovators do not automatically default to staying in Silicon Valley. They go where they have the agency, capital, and infrastructure to build something enduring. If the Philippines wants to stop exporting its brightest minds, it must focus less on lamenting brain drain and more on engineering the ecosystem that makes returning home the most compelling choice a founder can make.
