Petron wins exclusive rights to build, run aviation fuel hub in Bohol

Aboitiz InfraCapital Bohol Airport Corp. signed an agreement with Petron Corp. to design, construct, and operate a ₱340 million Jet A-1 fuel farm at Bohol-Panglao International Airport.
In a statement, Aboitiz InfraCapital said Petron, the country’s largest oil company and sole refiner, won exclusive rights to develop and manage the on-airport fuel depot following a competitive selection process.
The project includes constructing a storage facility featuring three 477-kiloliter tanks to strengthen fuel supply reliability for the regional gateway.
Targeted for completion in the third quarter of 2027, the permanent facility will establish a minimum five-day fuel reserve and support growing flight volume. Daily operational demands at the airport currently reach 102 kiloliters of jet fuel, split between 59 kiloliters for domestic routes and 43 kiloliters for international flights.
All commissioning activities will comply with Joint Inspection Group standards, the global benchmark for aviation fuel safety and quality.
The deal expands Petron’s aviation infrastructure footprint in the Visayas region, leveraging its existing operations at Mactan-Cebu International Airport, where the oil company owns and manages the fuel farm.
To preserve an open-access market and safeguard airline partners against potential supplier discrimination, Aboitiz InfraCapital will regulate all facility usage rates. The regulatory framework ensures fair access if additional fuel suppliers enter the Bohol market in the future.
“By partnering with an industry leader like Petron, we are securing a resilient, world-class fuel infrastructure that will ensure operational efficiency and safely accommodate the growing aviation demands of Bohol,” said Aldwin Uy, General Manager of Aboitiz InfraCapital Bohol Airport Corp.
Jonathan F. Del Rosario, Vice President for Operations and Corporate Technical Services Group at Petron, said the oil company will deploy a dedicated local management team based in Tagbilaran to oversee construction and ensure adherence to timeline targets.
Bohol-Panglao International Airport serves as the primary air gateway to the island province of Bohol, connecting the regional tourism destination to key Philippine cities including Manila, Clark, Davao, and Cebu, alongside direct international services to South Korea.
