Parañaque OKs new boundaries of 5 barangays

Voters in five coastal barangays overwhelmingly approved the proposed alteration of their territorial boundaries in Saturday's plebiscite, paving the way for the implementation of a measure aimed at clarifying jurisdiction over reclaimed areas in Manila Bay.
Official canvassing showed the "Yes" vote garnering 11,597 votes, decisively defeating the "No" vote, which received 2,254 votes.
The Commission on Elections (Comelec) said the plebiscite involved 79,250 registered voters from the coastal barangays of Baclaran, Tambo, Don Galo, La Huerta, and San Dionisio.
Parañaque Mayor Edwin Olivarez and his wife, Ate Janet, were among the early voters who cast their ballots at their designated polling precinct.
The plebiscite was conducted manually. Voting was held from 5 a.m. to 7 a.m. for senior citizens, persons with disabilities (PWDs), and pregnant women, while regular voting took place from 7 a.m. to 3 p.m.
The plebiscite sought to ratify City Ordinance No. 2023-19, Series of 2022, dated July 13, 2023, entitled: "An Ordinance Altering the Existing Territorial Boundaries of Five Coastal Barangays Within the Territorial Jurisdiction of the City of Parañaque Adjoining the Reclaimed Areas in Manila Bay, Namely: Barangay Baclaran, Tambo, Don Galo, La Huerta and San Dionisio, Adopting for This Purpose the Straight Line Policy in the Determination of Amended Boundaries Thereof."
Olivarez explained that under the ordinance, the city adopts the straight-line policy, a method of defining territorial boundaries in coastal reclaimed areas by using geometric vectors to establish precise legal limits despite irregular shorelines.
He said that the measure is expected to provide a clearer basis for land titling, taxation, governance, and the exercise of jurisdiction over reclaimed areas adjoining the five barangays.
It is likewise expected to strengthen economic governance by enabling each barangay to develop self-sufficient and entrepreneurial communities while improving the administration and management of reclaimed areas within their respective jurisdictions.
The mayor said that the ratification of the ordinance marks a significant step toward ensuring orderly development, efficient delivery of government services, and a more defined territorial framework for future growth in Parañaque's coastal communities.
