BSP taps veteran BPI executive Dino Gasmen as next treasury chief

The Bangko Sentral ng Pilipinas (BSP) has appointed veteran private sector banker Dino R. Gasmen as assistant governor for financial markets, placing an experienced commercial treasury chief in charge of the country’s foreign exchange policy, open market operations, and official international reserves.
The Monetary Board, the central bank’s highest policy-making body, officially approved Gasmen’s appointment on July 16. His term as assistant governor will officially take effect in January 2027.
To facilitate an orderly handover, Gasmen will join the central bank as a technical advisor starting Nov. 3, 2026, working alongside incumbent officials during a designated onboarding period.
Gasmen will succeed Senior Assistant Governor Edna C. Villa, who is scheduled to retire from the central bank on Jan. 15, 2027. Villa’s departure concludes a career at the BSP spanning more than 40 years, during which she held several high-level leadership positions, including chief of staff to two central bank governors and alternate executive director representing the country at the International Monetary Fund (IMF) in Washington.
BSP Governor Eli M. Remolona Jr. noted that Villa agreed to extend her service briefly to ensure a seamless leadership transition as Gasmen steps into the position.
“We will be pleased to welcome Dino to take on this critical role from Edna, one of the BSP’s most seasoned and outstanding leaders,” Remolona said in a statement.
As assistant governor for financial markets, Gasmen will direct the central bank’s daily dealing room operations and oversee liquidity management across the domestic financial system.
His core responsibilities include implementing foreign exchange interventions, maintaining the national stockpile of gross international reserves, and managing risk exposure across foreign currency assets. These operations serve as key execution tools for the BSP in maintaining price stability, defending peso volatility, and safeguarding domestic financial stability.
Gasmen transitions to the public sector after decades in private commercial banking. He currently serves as executive vice president, treasurer, and head of global markets at Bank of the Philippine Islands (BPI), where he also chairs the lender’s asset and liability committee.
Prior to joining BPI, Gasmen spent 17 years at HSBC Global Markets, holding key regional leadership roles that included managing rates trading across Indonesia, Vietnam, and Sri Lanka.
He has also previously served as president of the Money Market Association of the Philippines and the ACI Financial Markets Association Philippines. Gasmen holds a degree in engineering and a Master of Business Administration from the University of the Philippines Diliman. (Derco Rosal)
