AI sovereignty cannot come at the cost of water and power

Artificial intelligence is often described as weightless: code in the cloud, algorithms moving at digital speed, models that seem to exist everywhere and nowhere. But the infrastructure behind AI is intensely physical. Data centers require land, advanced chips, vast cooling systems, reliable water supplies, and enormous amounts of electricity. Every prompt, model update, and automated service depends on resources drawn from real communities.
That is why the Philippines must approach AI development with both ambition and discipline.
I support AI sovereignty. Filipinos should not remain merely consumers of technologies designed, owned, and governed elsewhere. We need local computing capacity, Filipino data stewardship, homegrown research, and AI systems that understand our languages, institutions, and social realities. Strategic dependence on foreign platforms carries economic, security, and cultural risks. A country that cannot shape the technologies transforming its schools, workplaces, public services, and media will struggle to protect its interests.
But sovereignty cannot mean building AI infrastructure at any cost. Filipinos should never have to compete with data centers for safe water or affordable electricity.
Water is critical to AI because high-performance computing generates intense heat. Many facilities use water-based cooling to keep servers operating safely and efficiently. In a country where some households still face unreliable supply, poor water quality, or expensive delivery, approving water-intensive facilities without strong safeguards would be unjust. The first claim on safe water must belong to people: for drinking, cooking, hygiene, hospitals, schools, agriculture, and disaster response.
Electricity presents an equally serious challenge. AI data centers require continuous, high-quality power. Their demand does not disappear during peak hours, heat waves, droughts, or grid emergencies. If new facilities are added without corresponding investments in generation, transmission, storage, and efficiency, the consequences may be felt through higher prices, congestion, and reduced reliability. Filipino families and small businesses already budget carefully for electricity. They should not subsidize the energy appetite of profitable technology companies.
The answer is not to reject AI infrastructure. It is to govern it properly.
Public participation matters as much as technical regulation. Communities hosting these facilities deserve early consultation, accessible impact studies, and a meaningful voice in decisions. Local governments must not be pressured by investment promises into accepting hidden environmental costs. National policy should prevent regions from underbidding one another with public resources that residents themselves urgently need throughout the year.
Government should require transparent disclosures on water and energy use before approving major projects. Operators should demonstrate that they will add new clean power rather than simply consume scarce supply from the existing grid. They should invest in water recycling, closed-loop cooling, rainwater capture, and technologies suited to local conditions. Facilities should be located only where water availability, grid capacity, environmental risk, and community needs have been independently assessed.
Contracts and incentives must also protect the public. Tax privileges should be tied to measurable benefits: local jobs, research partnerships, skills transfer, cybersecurity commitments, and infrastructure investments that strengthen the surrounding community. Regulators should impose limits during shortages and require contingency plans that put essential public services first.
AI sovereignty should expand national capacity, not deepen inequality. The Philippines can build a serious AI ecosystem while insisting that human needs remain non-negotiable. Our measure of progress cannot be the number of data centers announced, the size of computing clusters installed, or the prestige of hosting global technology firms. It must be whether innovation improves daily life.
A sovereign AI future is worth pursuing. But sovereignty begins with the dignity and security of citizens. Before machines are guaranteed cooling water and uninterrupted power, every Filipino should have safe water to drink and electricity they can afford.
